Statistical System /The RSCC/Resolutions Passed RSCC I Resolution No. 2, s. 2003
APPROVING THE MEMBERSHIP OF THE PHILIPPINE ASSOCIATION
OF STATE UNIVERSITIES WHEREAS, the NSCB, through NSCB Resolution No. 1, s. 1992, created the Regional Statistical Coordination Committees (RSCCs) in the regions to provide direction and guidance to regional and local statistical development activities; WHEREAS, the RSCC, as the highest policy making and coordinating body on statistical matters in the region, serves as the venue for the discussion of latest developments in the statistical community and the resolution of statistical problems and issues affecting the region and its provinces/cities; WHEREAS, the statistical community is comprised of National Government Agencies (NGAs), Local Government Units (LGUs), Private Sector, Academe and Non-Government Organizations (NGOs) who are engaged in the generation and use of statistics for their various activities such as development planning, advocacy, policy-formulation, research and decision-making; WHEREAS, the RSCC in Region I, which was organized on March 6, 1992, is currently comprised of NGAs (NEDA, NSCB, BAS, NSO, DILG, DBM, DOLE, POPCOM), LGUs (all PPDC/CPDCs of Region I) and Private Sector/NGO (PSA); WHEREAS, these is a need to have an additional representative from the private sector since the Committee’s composition requires at least two representatives from the sector; WHEREAS, the RSCC Secretariat suggested that the Philippine Chamber of Commerce and Industry (PCCI), being an organization formed by the business community, to be the additional representative of the private sector to the Committee since they are one of the major data users and producers of statistics in the region; WHEREAS, the RSCC, through the NSCB, has found it important to include representatives from the academe because statistics play a vital role in their various activities particularly research undertakings; WHEREAS, the Philippine Association of State Universities and Colleges (PASUC) was suggested as representative of the academe since it comprises of representatives from all the State Universities and Colleges; WHEREAS, the PASUC and the PCCI have representatives in the locality, i.e. in San Fernando City, who could readily represent these bodies in the Committee without incurring long travel hours and big travel expenses; NOW, THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED, to approve the membership of PCCI and PASUC as additional and new members, respectively, to the Committee; APPROVED, this 31st day of March 2003, City of San Fernando, La Union. |
