Statistical System The RSCC/Resolutions Passed RSCC I Resolution No. 18, s. 2003 APPROVING THE PROVINCE OF ILOCOS NORTE AS PILOT PROVINCE FOR THE GENERATION OF INDICATORS FROM THE BUSINESS LICENSING SYSTEM UNDER THE SYSTEM OF DESIGNATED STATISTICS FOR LOCAL GOVERNMENT UNITS WHEREAS, subregional data or data with provincial, city/municipal and barangay disaggregation are needed by planners, decision makers and the private sector to support local level planning and decision making; WHEREAS, data producers from the national government generate subregional data through surveys and censuses but these are limited due to financial constraints of the government; WHEREAS, Executive Order (EO) No. 135, providing for the establishment of a well-coordinated local level statistical system, mandated the Local Government Units (LGUs) to continue the generation of provincial, city, municipal and barangay statistics which are by-products of administrative reporting systems inherent in administering the devolved basic services and to generate their other specific data requirements which could not be made available from existing activities of the national government; WHEREAS, the National Statistical Coordination Board (NSCB), the highest policy making and coordinating body on statistical matters in the country, was likewise given authority by EO 135 to designate which of the statistics are to be generated by the national agencies or by the local government; WHEREAS, the NSCB is pilot testing the implementation of a System of Designated Statistics (SDS) for LGUs aimed at developing the statistical system of LGUs for the generation of critical data requirements at the local level, following standard concepts, definitions and methodologies of data towards enabling comparison among geographic areas and consolidation at the local and national levels; WHEREAS, part of the pilot test is the development of the generation of data from administrative forms which are rich sources of information specifically the forms used by the LGUs in the implementation of the following services/systems : 1) business licensing system; 2) tax assessment system; 3) health services; and 4) social welfare services; WHEREAS, in response to the demand for local level data on private investments and related statistics, the Regional Statistical Coordination Committee (RSCC), Region I approved to pilot the generation of data with provincial, city/municipal and barangay disaggregation from the business licensing system in one pilot province in the region; WHEREAS, results of the pilot test will serve as basis by the NSCB in designing the appropriate system for the generation of data from the business licensing system for all the provinces of the country under the SDS for LGUs; WHEREAS, the RSCC evaluated the four provinces of Region I during its 3rd regular meeting based on the following criteria: 1) willingness of municipal/city LGUs in the pilot province and the pilot province; 2) cost to be incurred by the RSCC and NSCB in monitoring the activity and in providing technical assistance; and 3) feasibility of the activity considering the number of municipalities/cities in the province; NOW, THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED, to approve the Province of Ilocos Norte as pilot province for the generation of indicators from the business licensing system under the SDS for LGUs; RESOLVED, FURTHER, to endorse this resolution to the Provincial Government of Ilocos Norte through the Provincial Governor for consideration and endorsement to all the cities and municipalities in the province.
