Statistical System /The RSCC/Resolutions Passed RSCC I Resolution No. 14, s. 2003ENJOINING THE LOCAL GOVERNMENT UNITS (LGUs), REGIONAL LINE AGENCIES, AND STATE COLLEGES AND UNIVERSITIES (SUCs) IN REGION I TO PARTICIPATE IN THE SERIES OF TRAININGS ON STATISTICS WHEREAS, in line with the Regional Statistical Coordination Committees 2003 policy agenda to support the statistical capability building of various stakeholders in the region, RSCC conducted a training needs assessment (TNA); WHEREAS, results of the TNA showed that many offices in the region need trainings on basic and advanced statistics which are consistent with the Statistical Research and Training Center’s (SRTC) modules under the Human Resource Development Program (HRDP); WHEREAS, , the SRTC, as the government’s statistical training arm, has agreed to conduct in the region starting September this year, the three HRDP modules, namely: 1) Statistics Course for Primary Level Statistical Workers, 2) Statistics Course for Intermediate Level Statistical Workers, and 3) Advance Statistics Course for Professional Statisticians, in collaboration with RSCC; WHEREAS, Module 1 (Statistics Course for Primary Level Statistical Workers), which will be undertaken in two phases: a) Descriptive Statistics and b) Statistical Report Writing, is a course designed to provide government workers who do not have any formal background in statistics in college with knowledge in basic statistical methods, data analysis and report writing as applied to statistical data they are collecting and/or maintaining so as to enable them to efficiently do their statistical work in their respective offices; WHEREAS, Module 2 (Statistics Course for Intermediate Level Statistical Workers), which will be undertaken in two phases: a) Sampling Design and b) Questionnaire Design and Survey Operations, is aimed to equip government workers with basic theory and practice in primary data gathering so as to broaden their understanding of statistical survey methods and statistical survey results published and at the same time this will enable them to effectively carry out their duties as statistical personnel; WHEREAS, Module 3 (Advance Statistics Course for Professional Statisticians), which will be undertaken in two phases: a) Inferential Statistics and b) Regression Analysis, is an entirely computer-based course which is designed to provide statisticians, who are practicing statistics for at least five years now, with the tools to analyze data collected through surveys, compiled from administrative forms, or gathered from statistical publications to find answers to relevant research problems in their own field of practice; WHEREAS, these trainings will equip statistics workers with working knowledge on statistical methods and techniques resulting to the maximum dissemination and utilization of local level statistics; WHEREAS, these trainings support the 1999-2004 Philippine Statistical Development Program (PSDP) particularly on human resource development to ensure the adequacy and quality of statistical manpower supply; NOW, THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED, to enjoin the local government units (LGUs), regional line agencies, and State Universities and Colleges (SUCs) to participate in the series of statistical trainings to be conducted by the SRTC.
