Statistical System The RSCC/Resolutions Passed RSCC I Resolution No. 12, s. 2003 APPROVING THE RECOMMENDED INDICATORS FOR THE BUSINESS LICENSING SYSTEM, TAX ASSESSMENT SYSTEM, HEALTH SERVICES AND SOCIAL WELFARE SERVICES FOR THE SYSTEM OF DESIGNATED STATISTICS (SDS) AT THE LOCAL LEVEL WHEREAS, Executive Order (EO) No. 135, series of 1993, provided for the establishment of a well-coordinated local level statistical system that is: 1) responsive to planning and monitoring requirements at the local level, and 2) capable of producing statistics which can be integrated and harmonized with statistics being produced at the national level; WHEREAS, EO 135 mandated the local government units (LGUs) to continue the generation of provincial, city, municipal and barangay statistics which are by-products of administrative reporting systems inherent in administering the devolved basic services and to generate their other specific data requirements which could not be made available from existing statistical activities of the national government; WHEREAS, EO 352, series of 1996, designated the statistical activities and identified the critical data that have to be generated by concerned data sources to support the planning and decision-making of the government and the private sector; WHEREAS, the statistics included in EO 352 largely support national and regional planning only necessitating the introduction of improvements to the system of designated statistics to suit the pressing demand of local users for data with lower level disaggregation; WHEREAS, the National Statistical Coordination Board (NSCB) proposed the establishment of a system of designated statistics (SDS) at the local level to ensure the availability and accessibility of accurate, consistent and comparable data which are needed for local development planning and decision making; WHEREAS, the NSCB Regional Division I prepared a list of recommended indicators for the SDS at the local level covering the following administrative-based systems/services of the LGUs: a) business licensing system, b) tax assessment system, c) health services; and d) social welfare services based on the results of assessments conducted on existing administrative forms of LGUs; WHEREAS, the selection of the indicators was based on the following criteria: a) common priorities/requirements of stakeholders at the local level in their development planning and decision making; b) needed to generate the designated statistics at the provincial, regional and national levels as approved under EO 352 and subsequent NSCB Board resolutions; c) needed in resource allocation and beneficiary targeting among LGUs; and d) with established methodology; WHEREAS, the list of indicators shall serve as basis by the LGUs in their prioritization of data generation activities, and in allocating budget for statistical activities; NOW, THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED, to approve the recommended indicators for designation under the SDS at the local level as indicated in Annex A hereto attached; RESOLVED, FURTHER, to enjoin the LGUs to provide the necessary resources for the generation of the recommended indicators; RESOLVED, FINALLY, that the data to be generated by the LGUs should be certified by them if these will be used by other sectors.
