RSCC I Resolution No. 08, s.2011 APPROVING THE 2011-2017 REGIONAL STATISTICAL DEVELOPMENT PROGRAM (RSDP) OF REGION I
WHEREAS, Executive Order No. 121 provides for the formulation of the Philippine Statistical Development Program (PSDP) with the National Statistical Coordination Board (NSCB) as the lead agency; WHEREAS, the PSDP serves as a mechanism for setting directions, thrusts and priorities of the Philippine Statistical System (PSS) in the medium term for the generation and dissemination of quality statistical information for policy and decision-making of the government, private sector and the general public, and a tool for integrating and coordinating the statistical activities of the entire government bureaucracy; WHEREAS, the PSDP contains the priority statistical programs and activities in the PSS designed to provide vital information support to the Philippine Development Plan (PDP); WHEREAS, the NSCB came up with planning framework for the formulation of the 2011-2017 PSDP which includes the PSDP vision, goals and planning thrusts taking into consideration the 2010-2016 PDP, major challenges in the PSS, and commitments to the International Community; WHEREAS, the thrusts for the local statistical system as spelled-out in the 2011-2017 PSDP planning thrusts are : 1) strengthen the generation of local statistics especially by local government units (LGUs) to support countryside development; 2) strengthen compliance of LGUs and regional line agencies to statistical policies and standards and classification systems in the PSS to ensure quality of data generated; and 3) promoting the adoption of methodological frameworks in the generation of local level statistics, such as the community-based monitoring system, small area estimation, etc; WHEREAS, guided by the 2011-2017 PSDP vision, goals and planning thrusts particularly on the local statistical system, the RSCC conducted a workshop participated by representatives of major regional line agencies, local government units and academic institutions from Region 1 to identify the region’s statistical issues and concerns and come up with major statistical programs/activities to address them which were submitted as inputs to Chapter 5 on Subnational Statistical Development of the 2011-2017 PSDP; WHEREAS, the NSCB Regional Division 1 consolidated the workshop outputs and came up with the 2011-2017 RSDP of Region 1 taking into consideration the recommendations of the RSCC during its June 24, 2011 and the recommendations during the PSDP consultative workshop for Northern Luzon regions on August 31, 2011; WHEREAS, the 2011-2017 RSDP of Region 1 includes the major statistical programs/activities that will address existing and emerging statistical issues/concerns along five major areas of concern, namely: 1) statistical planning, coordination and advocacy; 2) data production; 3) data dissemination and utilization; 4) research and capacity building; and 5) human and financial resources; NOW, THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED, to approve the 2011-2017 RSDP of Region 1 (Annex Res. No. 8, s. 2011); RESOLVED, FURTHER, to enjoin the regional line agencies, local government units, academic institutions, and other concerned institutions to support the 2011-2017 RSDP of Region 1 by implementing specific statistical programs/activities consistent with the RSDP major statistical programs/activities or other related activities that will address the statistical issues and concerns identified; RESOLVED, FINALLY, that the agency submissions shall be added as annex of the 2011-2017 RSDP of Region 1 and these shall be regularly monitored by the RSCC.
