REQUESTING THE LOCAL GOVERNMENT UNITS (LGUs) TO REQUIRE ACCOMMODATION ESTABLISHMENTS (AEs) TO SUBMIT THEIR TOURISM STATISTICAL REPORTS AS REQUIREMENT FOR THE APPLICATION OF THEIR BUSINESS PERMITS

WHEREAS, tourism is considered as one of the major sustainable socio-economic activities since it is an important engine of investment, employment and economic growth;

WHEREAS, tourism statistics are needed to quantify tourism’s contribution to the economy and provide vital information that aid in the planning, program and policy formulation and decision-making of both the public and private stakeholders for the improvement of the tourism industry;

WHEREAS, Accommodation Establishments (AEs) play a very vital role in the generation of tourism statistics since they are the primary data sources;

WHEREAS, there is under coverage of tourism data in the region due to incompleteness of data submitted by data sources to Department of Tourism (DOT) particularly the AEs;

WHEREAS, pursuant to the Local Government Code of 1991, section 120 of Republic Act 9593 or the 2009 Tourism Act of the Philippines mandates LGUs to enforce standards for tourism enterprises and collect statistical data for tourism purposes;

WHEREAS, among the powers of LGUs vested under Local Government Code is the issuance of business permits, both new and annual renewal, of business establishment which includes AEs as a requirement prior to their operation;

NOW, THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED, to request the LGUs to require the AEs to submit their tourism statistical reports as a requirement for the application of their business permits;

RESOLVED FURTHER, to request the Regional Development Council (RDC) to endorse this resolution to the LGUs;
