RSCC I Resolution No. 03, s.2009

REQUESTING THE REGIONAL DEVELOPMENT COUNCIL (RDC) TO ENJOIN THE LOCAL GOVERNMENT UNITS TO ACTIVELY PARTICIPATE IN AND SUPPORT THE CELEBRATION OF THE 20TH NATIONAL STATISTICS MONTH (NSM) IN THE ILOCOS REGION

WHEREAS, the 20th NSM will be celebrated this October pursuant to Presidential Proclamation No. 647 dated September 20, 1990, Declaring the Month of October of Every Year as the National Statistics Month (NSM);

WHEREAS,the observance of the NSM has two-fold objectives, namely: 1) to promote, enhance, and instill nationwide awareness and appreciation of the importance and value of statistics to the different sectors of society; and 2) to elicit the cooperation and support of the general public in upgrading the quality and standards of statistics in the country;

WHEREAS, the NSCB issued Memorandum Circular (MC) No.01-09 on July 6, 2009 enjoining all agencies of the government, academic institutions and the private sector at the national and subnational levels to actively participate in and support the celebration of the 20th NSM in October 2009;

WHEREAS, NSCB MC No. 01-09 designated the Regional Statistical Coordination Committees (RSCCs) under the Regional Development Councils (RDCs) as the coordination bodies for all NSM activities at the subnational level;

WHEREAS, the Ilocos Region has been actively participating in the annual celebration through the implementation of various activities by the different government entities at the regional and provincial/city and municipal levels;

WHEREAS, it has been observed that not all local government units (LGUs) have been actively participating in and fully supporting the NSM celebration in the region as evidenced by the non-implementation of their own activities and their non-participation to RSCC-initiated activities such as the Search for Best NSM Province;

WHEREAS, the involvement of the LGUs in the NSM celebration is very important since they are the instruments of the government in achieving the objectives of the NSM celebration at the local level;

WHEREAS, it has been suggested during the RSCC 2nd regular meeting on July 27, 2009 to enjoin also the support of the League of Local Planning and Development Coordinators (LLPDC) to the NSM since they are concerned with statistics and they have the resources and machinery to implement NSM activities;

NOW, THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED,to request the Regional Development Council (RDC) to enjoin all local government units to actively participate in and support the celebration of the 20th NSM in the Ilocos Region;

RESOLVED, FURTHER, to request the RDC to enlist the support of the League of Local Planning and Development Coordinators (LLPDC) in the celebration of the NSM;
