PANGASINAN WINS 2009 BEST NSM PROVINCE AWARD

 

The Province of Pangasinan was chosen by the Regional Statistical Coordination Committee (RSCC) Region I as the Best National Statistics Month (NSM) Province this year.  Pangasinan bested the other provinces of Region 1 based on the following criteria:  a) diversity of activities (35%); b) extent of participation of participating agencies and local government units (30%); c) conveys favorable image of the province (20%); and d) economy and ingenious use of resources (15%).

The Provincial Statistical Exhibit of Pangasinan was also adjudged as the Best NSM Activity based on the following criteria: a) relevance (25%); b) over-all presentation of the activity (40%); c) impact (25%); and d) economy of resources (10%).

The winners were announced during the 20th NSM Regional Closing Ceremony on October 29, 2009 at the Bangko Sentral ng Pilipinas (BSP) La Union Regional Office.  Board Member Amadeo Espino, Chair of Pangasinan’s NSM Provincial Steering Committee (PSC), together with the staff of the Provincial Planning and Development Office who served as the secretariat of the PSC, received the awards. The Best NSM Province winner was awarded a trophy donated by the League of Local Planning and Development Council of the Philippines (LLPDC), and P 5,000 from the RSCC.  Meanwhile, the Best NSM Activity winner received a Plaque of Recognition and P 2,000 from RSCC.

The NSM contests were introduced by the RSCC as a form of rewards and incentives system to NSM implementers in the region.  The RSCC NSM Technical Working Group (TWG) composing of representatives from the National Statistical Coordination Board (NSCB), National Economic and Development Authority (NEDA), National Statistics Office (NSO), Bureau of Agricultural Statistics (BAS), and Department of the Interior and Local Government (DILG) evaluated the entries to the contests through the conduct of validation visits and review of submitted documentation of NSM activities. The TWG’s recommendations were approved by the RSCC Chair.

The regional winner of the first Best NSM Jingle contest was also announced during the Regional Closing Ceremony.  The entry of the Don Mariano Marcos Memorial State University Southern La Union Campus from Agoo, La Union was chosen as winner by the Board of Judges  composing of representatives from NSO, NEDA and Philippine Information Agency (PIA) based on the following criteria: a) relevance to the NSM theme (30%); b) originality (20%); c) melody (20%); d) lyrics (20%); and e) over-all impact (10%).

Aside from the announcement and awarding of NSM winners, Atty. Anita Chauhan, Regional Director of the Commission on Human Rights (CHR) made a presentation on rights-based security statistics for good governance, peace and sustainable development during the Regional Closing Ceremony. The ceremony was also graced by the RSCC Chair, Dir. Leonardo N. Quitos, Jr., RSCC Co-Chair, Dir. Alfredo D. Batoy, and LLPDC National President, Dr. Enrie Mendoza,  who awarded the prizes of the winners. The activity was jointly sponsored by the CHR, Philippine National Police, BSP and RSCC I.
