Region I Wins 2006 Best NSM Region Award
Region I
bagged the Best National Statistics Month (NSM) Region Award for the 17th
NSM in 2006. This was announced during
the Closing Ceremony of the 10th National Convention on Statistics
(NCS) on October 2, 2007 at the Edsa Shangri-la Plaza in Mandaluyong City. National Economic Development Authority
I Regional Director Leonardo Quitos,
Jr. Chairman of the Regional Statistical Coordination Committee (RSCC) which is
the over-all coordinator of the NSM celebration in the region, and Ms. Irenea
Ubungen of the National Statistical Coordination Board (NSCB) Regional Division
1 , Head of the RSCC Secretariat, received the award. The region received a P20,000_ cash prize and a Certificate of
Recognition. This is the third time that the region won the award as it also
won in 2003 and 2004.
The region was chosen based on the following criteria: diversity of activities undertaken (25%), extent of participation of cooperating agencies and local government units (25%), conveys favorable image of the region (25%), and economy, ingenious use of resources and resourcefulness (25%). About 235 activities were conducted in Region 1 in celebration of the 17th NSM of which 61 were implemented in the regional level, 69 in the provincial level, 102 in the municipal/city/division level, and three in the academe level. Most of the activities were in the form of streamer hanging, contests, fora/training/seminar/workshops, distribution of IEC materials/data, exhibits and radio/tv plugs focusing on the NSM theme, “Empowering Consumers Through Responsive Energy Statistics.”
The Search for the Best NSM Region was initiated by the NSCB to: 1) recognize outstanding
participation in the NSM celebration; 2) serve as incentive to participating
regions in the observance of the NSM; 3) encourage wider participation to the
NSM celebration; and 4) promote the conduct of activities that will further the
objectives and spirit of the NSM celebration.
Meanwhile, the month-long celebration for the 18th NSM in
Region I formally started last September 28, 2007 with the Joint Regional and
La Union Provincial Opening Ceremony at the Diego Silang Hall, La Union
Provincial Capitol, San Fernando City, La Union. Director Cleofe Pastrana of the National Economic Development
Authority (NEDA) Central Office, the keynote speaker, stressed the importance of statistics as basis for specific
policy actions and directions, thus,
allowing governments to have more objective and sound basis in determining the probabilities of attaining
the MDG targets. Ms. Ubungen also presented the MDG Situationer of Region I.
The other officials who graced the program were Director Quitos who delivered the Opening
Remarks, National Statistics Office (NSO) I Regional Director and RSCC
Co-Chair, Engr. Alfredo Batoy, who gave the Closing Remarks and La Union
Provincial Administrator, Dr. Geoffrey
Tilan. Dr. Tilan underscored the need
for data validation and the continuous monitoring of the MDGs.
Around 120 personnel from 37 regional line agencies, three local
government units, 14 provincial offices/line agencies, six municipal local
offices, four state universities and colleges, two private schools and one
radio station attended the opening program.
