RSCC Grants Clearance to DMMMSU’s Study on the

Economics of the Sericulture Industry

Sericulture, commonly known as “silkworm rearing” for the production of raw silk, is one of the promising fiber crops industry that has become competitive not only in the Ilocos Region but nationwide. To determine its economic viability in the Ilocos Region, the Sericulture Research and Development Institute (SRDI) under the Don Mariano Marcos Memorial State University (DMMMSU) in Bacnotan, La Union will conduct the study  “Economics of the Sericulture Industry” in collaboration with the Fiber Industry Development Authority (FIDA)/Philippine Textile Research Institute (PTRI).

The study specifically aims to (1) determine the economics of the mulberry, cocoon and post-harvest production of sericulture; (2) determine the extent of support services for the mulberry, cocoon and post-harvest production; and (3) develop a comprehensive sericulture industry in the region. The major items to be generated in the study are income and expenditures for sericulture production.  Specifically, production and income profile of respondents and the cost of mulberry and cocoon production will be generated.

The study will cover all the 20 silkworm producers from La Union, Ilocos Sur and Ilocos Norte, which include 18 farmer-cooperators of the SRDI and FIDA, one school and one cooperative.  Two separate questionnaires will  be accomplished by the respondents. The farmer-cooperators of the SRDI and FIDA will  accomplish the questionnaire on mulberry and cocoon production (Questionnaire #1) while the school and cooperative will answer the  questionnaire on raw silk production (Questionnaire #2).  Three full-time researchers and one research assistant of SRDI in DMMMSU will conduct the interview from September to November 2006.    The final results of the study will be released on February 2007. DMMMSU-SRDI has allocated P116, 600.00 for the conduct of the survey.

The Regional Statistical Coordination Committee (RSCC) in Region I, thru the Technical Sub-Committee on Survey Design (TSSD), in line with the Statistical Survey Review and Clearance System (SSRCS), granted the survey RSCC Clearance No. 09-04-06-003, which will expire on September 4, 2007.  The SSRCS is a mechanism instituted by the NSCB through Memorandum Circular No. 4-88 to: (1) ensure sound design for data collection, (2) minimize the burden placed upon respondents, (3) effect economy in statistical data collection, (4) achieve better coordination of government statistical activities, and (5) inform the private sector and the public in general that a government survey operation has passed clearance and enjoin their cooperation in the conduct of the survey.  The RSCC, the highest policy-making body on statistical matters in the region, is implementing the SSRCS in the region.
