Clearance to San Fernando City’s Comprehensive Survey
The National Statistical Coordination Board (NSCB), thru the
Regional Statistical Coordination Committee (RSCC) I, granted clearance to the
survey of the City Government of San Fernando entitled “Comprehensive Survey
for Future Trends.” The information that will be gathered from the survey will
serve as basis of the City Government in
the formulation of plans and programs for the efficient delivery of basic
services as provided for in the Local Government Code of 1991 (RA 7160). The objectives of the survey are:
(1) to determine the actual situation
of the City’s socio-physical and economic profile as basis in the formulation
of policies, plans and programs for the betterment of its constituents;
(2) to provide actual
data accessible to every barangay and on-hand updating at the barangay level by
providing them the necessary hardware/program, digitized profiles and spot maps; (3) to
provide an analyzed data so that the City can decide/prioritize plans, programs
and activities considering its limited resources; (4) to
encourage Financial Government Institutions (FGIs) and other funding
institutions to give assistance based on the results of the study;
and (5) to formulate short,
medium, and long term socio-economic development of the City.
The survey will generate data/information on the following
areas of concern: demographic characteristics, in-migration, out-migration,
employment, housing, agriculture, fishery and forestry, agricultural equipment,
family income, family expenditures for basic commodities and services, and
minimum basic needs.
The City Planning and Development Office (CPDO) of the City
of San Fernando, La Union will spearhead the conduct of the survey, in
cooperation with the City Social Welfare Office, City Health Office, Commission
on Population Regional Office I, National Statistics Office-La Union Provincial
Office, Bureau of Agricultural Statistics Regional Operations Center I, and the
Department of Social Welfare and Development Regional Office I.
The survey will cover all the 24,639 households/families in
the 59 barangays of the City of San Fernando, La Union. Selected Barangay
Health Workers (BHWs), Barangay Service Point Officers (BSPOs) and the Barangay
Nutrition Scholars (BNSs) of the City will conduct the personal interview on June to July 2006.
The tabulation and analysis of results and preparation of reports and digitized
maps will be done by the CPDO. The final results of the study will be released on March
2007. A total of P 503,500.00 has been
allocated for the survey with the City Government providing P 453,500.00 and
the Commission on Population Regional Office I providing additional funding
support of P 50,000.00.
The RSCC, thru the Technical Sub-Committee on Survey Design
(TSSD), in line with the Statistical Survey Review and Clearance System (SSRCS)
has granted the survey RSCC Clearance No. 06-16-06-002 which will expire on
June 16, 2007. The SSRCS is a mechanism
instituted by the NSCB through Memorandum Circular No. 4-88 to: (1) ensure
sound design for data collection, (2) minimize the burden placed upon
respondents, (3) effect economy in statistical data collection, (4) achieve
better coordination of government statistical activities, and (5) inform the
private sector and the public in general that a government survey operation has
passed clearance and enjoin their cooperation in the conduct of the
survey. The RSCC, the
highest policy-making body on statistical matters in the region, is
implementing the SSRCS in the region.
