17th NSM Celebration Kicks
Off in Region I
The 17th National
Statistics Month (NSM) celebration in the Ilocos Region will formally open on
October 2, 2006, 8:30 AM, with a Joint Regional and La Union Provincial Opening
Ceremony to be held at the Bangko Sentral ng Pilipinas (BSP) Seminar Room, City
of San Fernando, La Union. The
opening ceremony will include a statistical symposium featuring the 2004
Household Energy Consumption Survey (HECS) Results of the National Statistics
Office and the Philippines’ Energy Situationer and Plans which will be
presented by the Ilocos Consortium for Industry and Energy Research and
Development (ICIERD). The ICIERD and
the Provincial Government of La Union will jointly sponsor the opening
ceremony.
The Honorable Bernardo L. Valero, Executive Vice-President and Chief Operations Officer of the La Union Electric Company (LUECO), will serve as the keynote speaker, underscoring this year’s NSM theme “Empowering Consumers Through Responsive Energy Statistics” (Pagbibigay-Kapangyarihan sa mga Konsumer sa Tulong ng Makabuluhang Estadistikang Pang-Enerhiya)
. Representatives
from the different regional and provincial line agencies, local government
units, academe, non-government organizations and the private sector,
specifically the electric cooperatives and companies, are expected to attend
the Opening Ceremony.
Aside from the opening
program several activities will also be conducted during the month-long
celebration by the various offices in the region. At the regional level, these activities include the Regional
Statistics Quiz on Oct 16 to be conducted by the Philippine Statistical
Association: Region 1 Chapter;
Orientation on the National Statistical Information Center (NSIC) on
Oct. 6 by the National Statistical
Coordination Board (NSCB) ;
Presentation on Disaster Management Preparedness- Earthquakes, Tsunami
and Typhoon on October 10, 12, 17, 19, 24, 26 and 31 by Office of Civil Defense
(OCD); Basic Training on Regional Accounts Estimation Focusing on GRDP/GVA
Indicators on Oct. 19 by the National Economic and Development Authority
(NEDA); and preparation and dissemination of factsheet on energy statistics
by the NSCB. In addition, statistical exhibits will be established by the
Ilocos Training and Regional Medical Center (hospital statistics), National
Statistics Office (2004 HECS results and civil registration), and Department of
Agriculture (agriculture and fishery) from October 1-31. The NSM celebration will also be featured in
the “Ammuentayo” Radio Program of
the Philippine Information Agency and
DZNL on Oct. 12 at 4:00-5:00 PM. The

To encourage wider participation to the NSM
celebration and promote the conduct of activities that will further the
objectives and spirit of the NSM celebration,
the Regional Statistical Coordination Committee (RSCC) will be selecting
the Best NSM Province and Best NSM Activity. The Best NSM Activity will be selected from the statistical
activities of the regional line
agencies and academe while the four provinces will compete for the Best NSM
Province. The NSM is being conducted by virtue of Presidential Proclamation
No. 647 declaring the month of October of every year as the National Statistics
Month. The observance of the event has
two-fold objectives: 1) to promote, enhance and instill nationwide awareness
and appreciation of the importance and value of statistics to the different
sectors of society; and 2) to elicit
the cooperation and support of the general public in upgrading the quality and
standards of statistics in the country.
The Regional Statistical
Coordination Committee (RSCC), the highest policy-making body on statistical
matters in the region, is the over-all coordinator of the NSM celebration at
the subnational level, with the National Statistical Coordination Board (NSCB)
Regional Division 1 providing secretariat services..
