MDG Indicators for the Ilocos Region

In the Ilocos Region, only 39 indicators out of the 48 indicators identified by the international experts to be used in the attainment of the MDG goals, were adopted. These were identified by a pool of experts from the Regional Development Council I - Task Force on MDG. To ensure the availability of the indicators, a data monitoring system on the MDG indicators was established and approved by the Regional Statistical Coordination Committee (RSCC) through Resolution No. 11, s. 2005, "Approving the Data Reporting System for the Monitoring of the MDG Indicators". The indicators were stored in the DevInfo database located at the NSCB Regional Division I office which maintains the regional database.

The indicators for each goal in the region are as follows:

Goal 1. Eradicate extreme poverty and hunger

  • Proportion of population below the poverty threshold (poverty incidence)
  • Proportion of population below the food threshold (subsistence incidence)
  • Prevalence of underweight children under 7 years of age (0-6 years old and 11 months)
  • Mean one-day per capita food consumption
  • Mean One-day per Capita Energy Intake & Percent Adequacy
  • Prevalence of Underweight Children 0-5 year old (from the National Nutrition Survey)

Goal 2. Achieve universal primary education

  • Net enrolment ratio in primary education
  • Proportion of pupils starting grade 1 who reach grade 6
  • Simple literacy rate of 10 yrs old and over
  • Functional literacy rate of 10-64 years old

Goal 3. Promote gender equality and empower women

  • Ratio of girls to boys in primary, secondary, tertiary and tech-voc education
  • Ratio of literate females to males 10 years old and over
  • Average life expectancy
  • Ratio of Women to Men for the Household Population 15 years old and above in the Labor Force and by Employment Status (Employed and Unemployed
  • Ratio of Employed Women to Men by Major Occupation Group
  • Ratio of Elected Women Officials to Men Officials by Position
  • Ratio of Government-Employed Women to Men Personnel by Level of Position
  • Number and Ratio of girls to boys enrolled in Tech-Voc Institutions
  • Number and Ratio of girls to boys who graduated in Tech-Voc Institutions

Goal 4. Reduce child mortality

  • Under 5 mortality rate
  • infant mortality rate
  • Proportion of 1 year old children immunized against measles
  • Proportion of fully immunized children (9-11 months)

Goal 5. Improve maternal health

  • Maternal mortality ratio
  • Proportion of mothers immunized with tetanus toxoid plus
  • Contraceptive prevalence rate
  • Proportion of births attended by skilled health personnel

Goal 6. Combat HIV/AIDS, malaria and other diseases

  • Condom use rate of the contraceptive prevalence rate
  • Prevalence rate associated with malaria
  • Prevalence and death rates associated with tuberculosis
  • Proportion of tuberculosis cases detected and cured under directly observed treatment short course (DOTS)
  • Incidence and death rates associated with cholera
  • Prevalence rate associated with leprosy
  • Incidence and death rates associated with dengue
  • Incidence and death rates associated with rabies

Goal 7. Ensure environmental sustainability

  • Proportion of land area covered by forest
  • Ratio of protected area to maintain biological diversity to surface area
  • Proportion of land using organic and inorganic fertilizers
  • Proportion of households with Level III waterworks
  • Proportion of households served with safe water
  • Proportion of urban population with access to improved sanitation
  • Proportion of households served with sanitary toilet facility
  • Proportion of people with access to safe water
  • Proportion of people with access to sanitary toilet facility
  • Proportion of HHs with Access to Secure Tenure Houses
  • Proportion of occupied dwelling units whose outer walls were made of makeshift/salvaged materials

Goal 8. Develop a global partnership for development

  • Proportion of NGOs/basic sectors represented to Local Special Bodies
  • Proportion of barangays with "Botica sa Barangay"
  • Compliance rate of doctors prescribing generic drugs
  • Telephone density (telephone lines per 100 population)
  • Cellular subscribers (per 100 population)
  • Internet users (per 100 population)
