Mechanical defect caused
the bulk of traffic accidents in Ilocos Region in 1999.
The Traffic Management Group (TRAFCOM) of the
Philippine National Police (PNP) data showed that of the 299 traffic
accidents that happened in the region, 19.7 percent were due to
mechanical defects which include loose brakes, clutch lining slip, and
transmission defects, among others.
Driver error came close second, comprising 19.4
percent of all traffic accidents in Region I during the year. Among
these driver faults were bad overtaking which comprised 16.1 percent;
bad training, 12.4 percent; self-accident, 10.7 percent; and
overspeeding, 7.4 percent. These imply that lack of proper driver’s
training and the misconduct of the man on the wheel are also major
causes of accidents in the streets.
Incidentally, driver error and mechanical defect
were also among the major causes of traffic accidents nationwide. Of
the 7,498 traffic accidents that happened in the country in 1999, more
than half was reportedly caused by driver error, while 7.6 percent
were due to mechanical defect.
Ilocos Region was among the upper half with the most
traffic accidents nationwide, and ranked 7th as it
comprised 4.0 percent of the total accidents.

Meanwhile, the National Capital Region (NCR), which has the busiest
streets and the largest vehicle volume among the regions, had the bounty
of the accidents at 3,435 or 45.8 percent.On the other hand, the
mountainous regions of Cagayan Valley and Cordillera Administrative
Region (CAR) had the least at 0.3 and 0.4 percent, respectively.
