RSCC I Resolution No. 09, s.2005

REQUESTING SUPPORT FROM  LOCAL GOVERNMENT UNITS (UNITS) IN THE GENERATION OF DATA REQUIREMENTS FOR THE ESTIMATION OF THE GROSS REGIONAL DOMESTIC PRODUCT (GRDP) OF REGION 1

WHEREAS,  Executive Order No. 121 created the National Statistical Coordination Board (NSCB) as the highest policy making and coordinating body on statistical matters in the country;

WHEREAS, one of the functions of the NSCB is the estimation of regional accounts which include the GRDP;

WHEREAS,  the GRDP, which measures the total products and services produced within a region during an accounting period, is a very good indicator of a region’s economic performance;

WHEREAS, GRDP estimates are used as basis by government planners and decision makers in planning, monitoring and evaluation activities with the end goal of introducing plans, programs and policies that will improve the region’s economic condition, and by the private sector for business-related concerns;

                WHEREAS, the NSCB utilizes data from government surveys and from administrative records of government and private offices in estimating the GRDP;

WHEREAS, the NSCB observes the confidentiality of sensitive data from private establishments by releasing and disseminating only summary statistics without identifying the concerned specific establishment;

WHEREAS,  surveys of government offices cover only a sample of the private establishments in an area due to limited resources of the government and most of the survey results represent only the situation at the national level;

WHEREAS, the estimation of the GRDP has been decentralized to the NSCB Regional Division effective CY 2002 which requires the availability at the regional level of updated and complete data for the GRDP estimation;

WHEREAS, the NSCB Regional Division noted the poor response rate of private establishments when the data requirements for the GRDP estimation were directly requested from the private establishments;

                WHEREAS,  the local government units are regularly coordinating with the private establishments within their jurisdiction  through their administration of the business permits and licensing system, taxation function and other regulatory functions;

NOW, THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED, to request the local government units to provide support in the GRDP estimation through their generation of data from key private establishments within their jurisdiction;

RESOLVED, FURTHER, to request the Provincial/City Planning and Development Offices to compile data on gross revenue, value and volume of production and sales, and other related information from the key private establishments within their province/city  for submission to the NSCB Regional Division 1;
