Statistical System The RSCC/Resolutions Passed RSCC I Resolution No. 7, s. 2004
REQUESTING THE LOCAL GOVERNMENT UNITS (LGUS)
AND OTHER AGENCIES TO UTILIZE WHEREAS, it has been observed that the number of births and deaths available at the Office of the Local Civil Registrar (OLCR) are misreported/misrecorded due to the registration of events in the place of occurrence; WHEREAS, the number of births and deaths in the urban areas, where majority of the modern health facilities are situated, are bloated while in rural areas, statistics on birth and death are understated ; WHEREAS, data on registered births and deaths are critical data for Local Government Units and other agencies in their planning and programming of local services and facilities and in the preparation of the local Comprehensive Land Use Plans (CLUP); WHEREAS, the RSCC issued RSCC Resolution No. 1, s. 2000, “Requesting the NSCB to Provide Guidelines in Addressing the Issue on Misrecorded/Misreported Number of Births and Deaths Due to Registration of Events in the Place of Occurrence for Local Level Adoption”; WHEREAS, the Technical Committee on Population and Housing Statistics (TCPHS) discussed the issue and its implication to planning activities at the local level during its April 27, 2004 meeting; WHEREAS, the TCPHS informed that population census data, and official population projections, rather than civil registration data should be used for local level planning and programming of services and facilities and in the preparation of the CLUP; NOW, THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED, to request the LGUs and other agencies to utilize population census data and official population projections in their planning and programming of local services and facilities and in the preparation of local CLUPs; APPROVED this 26th day of July, 2004 in San Fernando City, La Union. |
