Statistical System The RSCC/Resolutions Passed RSCC I Resolution No. 6, s. 2004
ENJOINING ALL DATA PRODUCING AGENCIES TO
DISSEMINATE THEIR DATA TO CONERNED DATA USERS WHEREAS, the enactment of the 1991 Local Government Code, which spells-out the decentralization thrust of the government, created an increasing demand for local level statistics to backstop planning, programming, monitoring and evaluation activities at the local level; WHEREAS, the local level statistics also serve as guidance for local chief executives in formulating programs and projects that will uplift the condition of their constituents and in monitoring the impact of programs and projects introduced during their administrations; WHEREAS, one of the major concerns of the government is on Population and Development (POPDEV) that requires local level statistics particularly socio-economic and demographic data characterizing human dimension and are essential in the planning process, i.e. plan formulation, implementation, monitoring and evaluation; WHEREAS, NSCB Resolution No. 14, s. 2002 approved for adoption the 27 core indicators for POPDEV planning at the local level; WHEREAS, the core POPDEV indicators can be viewed as basic indicators which are commonly adopted in government programs and are highly relevant to local development goals and sectoral concerns; WHEREAS, the core POPDEV indicators can also serve as guide for POPDEV planning at the local level to come up with effective and efficient plans, polices and programs; WHEREAS, the RSCC, being the highest policy making and coordinating body on statistical matters in the region, monitored the availability of the core POPDEV indicators among the LGUs in Region I; WHEREAS, the CY 2003 POPDEV Monitoring Report for Region I, prepared by the NSCB RD I, noted the non-availability and un-updated local level statistics for some indicators in some LGUs; WHEREAS, one of the recommendations in the CY 2003 POPDEV monitoring report is for the concerned data producing agencies to disseminate their data to the LGUs and other data users upon the release of their data; NOW, THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED, to enjoin data producing agencies to disseminate their data to concerned data users as soon as these are released; APPROVED this 22nd day of March, 2004 in San Fernando City, La Union. |
