RSCC I Resolution No. 5, s. 2004

ENJOINING  THE LOCAL GOVERNMENT UNITS (LGUs) TO IMPLEMENT  THE RECOMMENDATIONS IN THE POPDEV MONITORING REPORT FOR CY 2003 IN SUPPORT TO THE GENERATION OF DATA FOR THE CORE PODEV
INDICATORS AT THE LOCAL LEVEL

WHEREAS, Population and Development (POPDEV) is one of major concerns of the government which require local level statistics particularly socio-economic and demographic data that characterize human dimension and are essential in the planning process, i.e. plan formulation, implementation, monitoring and evaluation;

WHEREAS, the NSCB Resolution No. 14, s. 2002 approved  for  adoption the 27 core indicators for POPDEV planning at the local level;

WHEREAS, the core POPDEV indicators can be viewed as basic indicators which are commonly adopted in government programs and are highly relevant to local development goals and sectoral concerns;

WHEREAS, the core POPDEV indicators serve as guide for POPDEV planning at the local level to come up with effective and efficient plans, polices and programs;

WHEREAS,  the same NSCB resolution enjoined the LGUs, through the Department of Interior and Local Government (DILG), to compile these statistics and establish mechanisms to operationalize the core POPDEV indicators;

WHEREAS, the RSCC, being the highest policy making and coordinating body on statistical matters in the region, monitored the availability of the core POPDEV indicators among the LGUs in Region I;

WHEREAS, the CY 2003 POPDEV Monitoring Report for Region I, prepared by the NSCB RD I, noted the non-availability and un-updated local level statistics for some indicators in some LGUs;

WHEREAS,  various  recommendations were  included in the POPDEV Monitoring Report to ensure the accuracy and consistency of data generated by the LGUs, and to further improve the availability of the core POPDEV indicators;

NOW, THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED, to enjoin  the LGUs to implement the following recommendations in the POPDEV Monitoring Report for CY 2003 in support to the generation of data for the core POPDEV indicators at the local level.

1.      Utilize administrative reports in place of the data from official agency data sources such as:

a.      Field Health Services Information System (FHSIS) for health related indicators;

b.      Annual/Year-end Reports for education, social welfare and infrastructure indicators;

2.      Coordinate with concerned data sources for  all  data needs; and

3.      Generate lower-level disaggregated data, specifically barangay level data, for use by the various data users for planning, decision and policy-making and research activities.
