RSCC I Resolution No. 4, s. 2004

ENJOINING THE DEPARTMENT OF EDUCATION (DepEd) AND THE PHILIPPINE NATIONALPOLICE (PNP) TO GENERATE MUNICIPAL/CITY LEVEL DATA

WHEREAS, the decentralization thrust of the government has created the demand for local level statistics for use in planning and policy-making activities; 

WHEREAS, local level statistics also serve as guidance for local chief executives in formulating programs and projects that will uplift the condition of their constituents and in monitoring the impact of programs and projects  introduced during their administrations;

WHEREAS, Population and Development (POPDEV) is one of major concerns of the government which require local level statistics particularly socio-economic and demographic data that characterize human dimension and are essential in the planning process, i.e. plan formulation, implementation, monitoring and evaluation;

WHEREAS,   NSCB Resolution No. 14, s. 2002 approved for adoption the core indicators for POPDEV planning at the local level and enjoined all data producing agencies to regularly provide adequate statistics for the core POPDEV indicators and other basic indicators of development and establish mechanism to operationalize these indicators;

WHEREAS, the RSCC, being the highest policy making and coordinating body on statistical matters in the region, monitored the availability of the core POPDEV indicators among the provincial and city LGUs in Region I for CY 2003;

            WHEREAS, it has been noted in the 2003 POPDEV Monitoring Report in Region 1 that some of the LGUs do not have local level statistics on cohort survival   and crimes; 

            WHEREAS, the other LGUs reported that they were able to gather local level data on education, such as cohort survival rate, from  the Department of Education (DepEd) Division Offices and  data on crimes from  the Philippine National Police Provincial/City Stations/Substations;

WHEREAS, one of the recommendations in the CY 2003 POPDEV Monitoring Report for Region I,  is the generation of municipal/city data for education and crime by concerned offices by using location of schools and police stations, respectively, as references;

NOW, THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED, to enjoin the following concerned agencies to generate local level statistics:

1.     For the DepEd to gather municipal/city data on the number of enrollees by grade/year level, which is necessary in the computation of cohort survival rate, using the location of schools as reference;

2.     For the PNP to generate municipal/city data using the location of police stations/substations as reference;

RESOLVED FURTHER, to enjoin  the DepEd and PNP to disseminate these local level statistics to the Commission on Population and other concerned data users for their use in planning, project implementation and other activities.
