RSCC I Resolution No. 1, s. 2003

BUDGETARY THRUSTS OF THE STATISTICAL SYSTEM IN REGION I FOR CY 2004

            WHEREAS, the 1999-2004 Philippine Statistical Development Program (PSDP) was approved on February 24, 2000 through Proclamation No. 248 to serve as a framework for the member agencies of  the Philippine Statistical System in formulating their statistical programs and projects;

            WHEREAS, the 1999-2004 PSDP envisions to develop a proactive statistical community capable of providing relevant statistical information and excellent services to society towards sustainable development and growth with social equity;

       WHEREAS,
the government is now in the process of formulating guidelines for the review of budgetary proposals of government offices for CY 2004;

            WHEREAS,  the National Statistical Coordination Board (NSCB),  as the highest policy making and coordinating body on statistical matters in the country, has been mandated to review budgetary proposals of agencies involving statistical operations;

            WHEREAS, the above function is being implemented in the region through the Regional Statistical Coordination Committee (RSCC), the policy-making and coordinating body on statistical matters in the region;

            WHEREAS, to ensure the integration of regional concerns, there is a need to come up with the region’s budgetary thrusts for CY 2004 consistent with the 1999-2004 PSDP for integration in the budgetary thrusts of the Philippine Statistical System (PSS) for CY 2004;

            NOW, THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED, to approve the following budgetary thrusts of the statistical system in Region I for CY 2004:

1.      Generation and dissemination of regional, provincial/city and municipal data in support of the implementation of the Region I’s Development Plan, Local Development Plans of the Local Government Units (LGUs), and poverty mapping activities; and in the development of provincial indicators such as the Provincial Product Accounts

a.       Generation and dissemination of micro-level data;

b.      Generation and dissemination of sex-disaggregated data;

c.       Generation and dissemination of  data with lower level diaggregation;

d.      Decentralization of data processing and dissemination

2.       Preserving the wealth of statistical information and enhancing data dissemination and accessibility

a.   Inclusion of more statistical data/information in agency websites;

b.      Electronic archiving of statistical outputs;

c.       Establishment of computer-based databases;

3.      Strengthening the statistical capacity of regional and local government offices

a.       Provision of resources for attendance to statistical trainings, conferences, workshops and related fora;

b.      Conduct of users-producers forum;

c.       Designation of statistics generated by LGUs;

d. Upgrading and expansion of the NSCB in the region for the development of the statistical system at the provincial level. 

RESOLVED, FURTHER, to request the NSCB to integrate the region’s budgetary thrusts in the over-all budgetary thrusts of the PSS;

RESOLVED, FINALLY, to enjoin all regional offices and LGUs to incorporate in their budget proposals for CY 2004 the requirements to achieve the above thrusts, and for regional offices to make the necessary representations with their Central Offices for the inclusion of their proposals in the over-all agency budget.
