RSCC I Resolution No. 19, s.2006

APPROVING THE WINNERS OF THE 2006 SEARCH FOR THE BEST NATIONAL

STATISTICS MONTH (NSM) PROVINCE AND ACTIVITY

WHEREAS, the NSM celebration, which is conducted yearly during the month of October, is envisioned as a vital step in promoting, enhancing and instilling nationwide awareness and appreciation of the importance and value of statistics to the different sectors of society and as a vehicle in ensuring cooperation and support of the general public in upgrading the quality and standards of statistics in the country;

WHEREAS, the different National Government Agencies (NGAs), Local Government Units (LGUs), Academe, Non-Government Organizations (NGOs) and the Private Sectors conduct various activities, such as exhibits, statistical contests,  trainings, seminars, workshops, symposia, conferences and Information, Education and Communication (IEC) activities, for the celebration;

            WHEREAS, the RSCC approved the conduct of an awards system for the NSM,  which is the Search for the Best NSM Province and Activity, in RSCC Resolution No. 19-2003;

            WHEREAS, the NSM awards system aims to encourage wider participation to the NSM celebration in the region and promote the conduct of activities that will further the objectives and spirit of the NSM celebration;

WHEREAS,  three provinces of the region submitted entries for the 2006 Best NSM Province while this year’s Best NSM Activity had twenty-three (23) entries from the academe, private electric cooperatives and regional, provincial and division line agencies;

WHEREAS, the RSCC’s  Technical Working Group (TWG) on Screening and Evaluation, composed of representatives from NEDA, NSCB, NSO, BAS and DILG,  evaluated the entries and recommended the final list of winners for approval of the Committee;

WHEREAS, the entries for the Best NSM province were  evaluated  based on the following criteria: a) diversity of activities (35%), b) extent of participation of cooperating agencies and LGUs (30%), c) conveyance of favorable image to the province (25%), and d) economy and ingenious use of resources (15%) ;

            WHEREAS, the entries for the Best NSM Activity were  evaluated  based on the following criteria:  a) relevance (25%), b) over-all presentation (40%),       c) impact (25%), and d) economy of resources (10%)                                         

WHEREAS, the winners recommended by the TWG were confirmed by the RSCC non-LGU members thru a referendum on December 12, 2006;

NOW, THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED, to approve the  winners for  the 2006 Best NSM Province and Activity in Region I as follows:

a. Best NSM Province – Pangasinan

                        b. Best NSM Activity- Symposium/Forum (Municipal Level) (Department of Education Division of
                                                        Pangasinan II)

RESOLVED FURTHER, that the prizes of the winners shall be awarded during the 4th regular meeting of the RSCC in 2006. 

            APPROVED this 12th day of December, 2006 in San Fernando City, La Union.
