RSCC I Resolution No. 17, s.2006

ENJOINING THE PROVINCE OF ILOCOS NORTE TO INSTITUTIONALIZE THE GENERATION
OF DATA FROM THEIR BUSINESS LICENSING SYSTEM

WHEREAS, local level data with provincial, city/municipal and barangay disaggregation are needed by planners, decision makers and the private sector to support local level planning and decision making;

            WHEREAS,  data producers from the national government generate local level data through surveys and censuses but these are limited due to financial constraints of the government;

            WHEREAS,  Executive Order (EO) No. 135, providing for the establishment of a well-coordinated local level statistical system, mandated the Local Government Units (LGUs) to continue the generation of provincial, city, municipal and barangay statistics which are by-products of administrative reporting systems inherent in administering the devolved basic services and to generate their other specific data requirements which could not be made available from existing activities of the national government;

WHEREAS,  in response to the demand for local level data on private investments and related statistics,  the Regional Statistical Coordination Committee (RSCC), Region I, as the highest policy making and coordinating body on statistical matters in the region,   approved to pilot the generation of data with provincial, city/municipal and barangay disaggregation from the business licensing system in Ilocos Norte through RSCC Resolution No. 18, s. 2003;

 WHEREAS, the pilot activity was implemented in the different municipalities of Ilocos Norte from 2004-2006 through the coordination of the Provincial Planning and Development Office (PPDO);

WHEREAS, results of the pilot activity showed the feasibility of generating data with local level disaggregation from the administrative forms used in the issuance of business permits;

WHEREAS, the activity generated data on number of business establishments and capital investments with barangay and municipal disaggregation;

           WHEREAS,  the data generated would be very useful to the LGUs,    planners, entrepreneurs and investors in their formulation of local economic policies and strategies  to maximize the potentials of specific industries for the improvement of the economic and social conditions of concerned areas;

WHEREAS, data on business establishments are also used as basis in the formulation of policies that will effect the equitable and just distribution of economic gains among the industries, and in measuring the flow of investment as well as local economic growth in the area;

WHEREAS, the regular processing of administrative forms used in the business licensing system would ensure the availability of timely local level data on business establishments and investments;

WHEREAS, the approved Work Program of the pilot activity in Ilocos Norte included as one of the activities the institutionalization of the  activity in the province; 

            NOW, THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED, to enjoin the Province of Ilocos Norte to institutionalize the generation of data from their business licensing system;

            RESOLVED, FURTHER, that the RSCC shall provide the necessary technical assistance to the LGUs in the conduct of the activity;

            RESOLVED, MOREOVER, to request the province to consider the recommendations of the RSCC on the conduct of the activity which were  included in the report on the pilot test as  hereto attached.
