Statistical System /The RSCC/Resolutions Passed RSCC Resolution No. 17, s. 2005 APPROVING THE WINNERS OF THE 2005 SEARCH FOR THE BEST NATIONAL STATISTICS MONTH (NSM) PROVINCE AND ACTIVITY WHEREAS, the NSM celebration, which is conducted yearly during the month of October, is envisioned as a vital step in promoting, enhancing and instilling nationwide awareness and appreciation of the importance and value of statistics to the different sectors of society and as a vehicle in ensuring cooperation and support of the general public in upgrading the quality and standards of statistics in the country; WHEREAS, the different National Government Agencies (NGAs), Local Government Units (LGUs), Academe, Non-Government Organizations (NGOs) and the Private Sectors conduct various activities, such as exhibits, statistical contests, conduct of trainings, seminars, workshops, symposia, conferences and Information, Education and Communication (IEC) activities, for the celebration; WHEREAS, the RSCC approved the conduct of an awards system for the NSM, which is the Search for the Best NSM Province and Activity, in RSCC Resolution No. 19-2003; WHEREAS, the NSM awards system aims to encourage wider participation to the NSM celebration in the region and promote the conduct of activities that will further the objectives and spirit of the NSM celebration; WHEREAS, the 2005 Best NSM Province was participated by the four provinces of the region while this year’s Best NSM Activity had the academe and RLAs as participants; WHEREAS, the RSCC created the Technical Working Group (TWG) on Screening on Evaluation composed of representatives from NEDA, NSCB, NSO, BAS and DILG to screen the completeness of submitted entries, evaluate the entries and recommend the final list of winners for approval of the Committee; WHEREAS, the Department of Agriculture (DA) and the Bureau of Fisheries and Aquatic Resources (BFAR), being the major sponsors of the 2005 Best NSM Province and Activity, were included as additional TWG members; WHEREAS, the TWG evaluated the nomination forms and documentations of the Provinces of Pangasinan, La Union and Ilocos Norte for the Best NSM Province based on the following criteria: a) diversity of activities (25%), b) extent of participation of cooperating agencies and LGUs (40%), c) conveyance of favorable image to the province (25%), and d) economy and ingenious use of resources (10%); WHEREAS, the TWG also evaluated the following three (3) entries submitted for the Best NSM Activity based on the following criteria: a) relevance (25%), b) over-all presentation (25%), c) impact (25%), and d) economy of resources (25%); a. 1st Lecture Forum on Statistical Updates– University of Northern Philippines b. Impact Evaluation on TVET Programs – Technical Education and Skills Development Authority c. Information and Education on Disaster Preparedness– Office of Civil Defense WHEREAS, the TWG presented to the Committee the recommended winners during the December 9, 2005 Special RSCC meeting which was attended by RSCC members from regional line agencies; NOW, THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED, to approve the recommended winners of the TWG for the 2005 Best NSM Province and Activity in Region I as follows: a. Best NSM Province –La Union b. Best NSM Activity- 1st Forum on Statistical Updates ( UNP) RESOLVED FURTHER, that the prizes of the winners shall be awarded during the 4th regular meeting of the RSCC in 2005. APPROVED this 9th day of December, 2005 in San Fernando City, La Union. |
