RSCC I Resolution No. 16, s.2006
APPROVING THE REVISED GUIDELINES FOR THE SEARCH
WHEREAS, the NSM celebration, which is conducted yearly during the month of October, is envisioned as a vital step in promoting, enhancing and instilling nationwide awareness and appreciation of the importance and value of statistics to the different sectors of society and as a vehicle in ensuring cooperation and support of the general public in upgrading the quality and standards of statistics in the country; WHEREAS, the different National Government Agencies (NGAs), Local Government Units (LGUs), Academe, Non-Government Organizations (NGOs) and the Private Sectors conduct various activities, such as exhibits, statistical contests, conduct of trainings, seminars, workshops, symposia, conferences and Information, Education and Communication (IEC) activities, for the celebration; WHEREAS, the RSCC approved the conduct of an awards system for the NSM, which is the Search for the Best NSM Province and Activity, in RSCC Resolution No. 19-2003; WHEREAS, the NSM awards system aims to encourage wider participation to the NSM celebration in the region and promote the conduct of activities that will further the objectives and spirit of the NSM celebration; WHEREAS, the guidelines for the NSM awards system was revised during the November 8, 2006 meeting to include the following recommendations/suggestions: a. In order to have more entries for the NSM contests, specifically the Best NSM Activity, agencies/offices will no longer submit NSM Nomination Forms for their activities conducted but a documentation/report will be requested to enable the TWG to evaluate their activities; b. The private sector and Non-Government Organizations category shall be included as an additional category for the Best NSM Activity to gain more participation and support from these entities during the forthcoming NSM celebrations; and c. The Best NSM Province criteria shall be as follows to put emphasis on important factors in the selection of the winner for this contest; · Diversity of activity – 35% · Extent of Participation of cooperating agencies and LGUs – 30% · Conveys favorable image of the province – 20% · Economy and ingenious use of resources – 15% NOW, THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED, to approve the revised guidelines for the search for the Best NSM Province and Activity in Region I as presented in Annex A hereto attached. APPROVED this 8th day of November 2006 in San Fernando City, La Union. |
