REQUESTING THE MUNICIPAL/CITY PLANNING AND DEVELOPMENT OFFICES (MPDOs/CPDOs) TO COORDINATE ALL DATA GATHERING ACTIVITES AT THE LOCAL LEVEL

 WHEREAS, one of the functions of the RSCC as the highest policy making and coordinating body on statistical matters in the region is to institute measures to strengthen the statistical capability in the region by setting priority on the statistical activities thereby ensuring the timely production of useful and reliable data for regional/local development planning and decision-making; 

WHEREAS,  one of the functions of the MPDOs/CPDOs as indicated in the 1991 Local Government Code (LGC) is the  monitoring and evaluation of  the implementation of the different development programs, projects and activities in the local government unit in accordance with the approved development plan;

WHEREAS,  it was also stated in the LGC that the MPDOs/CPDOs shall integrate and coordinate all sectoral plans and studies undertaken by the different functional groups or agencies,  and  formulate integrated economic, social, physical and other development plans and policies;

WHEREAS, inherent in the above functions of the MPDOs/CPDOs is the gathering and consolidation of statistical data for use in development planning, monitoring and evaluation;

WHEREAS, one of the issues raised during the Social Development Conference conducted by the Regional Development Council in September 2005 to advocate the localization of the Millennium Development Goals (MDGs) to the local government units is the absence of one agency at the local level which is in-charge of all data gathering activities resulting to conflicting data generated by different entities;

NOW, THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED,  to request the MPDOs/CPDOs to coordinate all data gathering activities at the local level;

RESOLVED, FURTHER, to request the MPDOs/CPDOs to submit regular  reports to the RSCC, thru the Provincial Planning and Development Offices, on statistical activities conducted at the municipal/city and barangay levels;

RESOLVED, MOREOVER, to  request the MPDOs/CPDOs to ensure the use of standard statistical concepts, definitions and methodologies in all data generation activities to ensure the generation of consistent and reliable data;

RESOLVED,  FINALLY, to enjoin the local government units, thru the MPDOs/CPDOs,  to  submit to the RSCC for review and clearance all local  survey proposals that will be funded by  government resources in consonance with the Statistical Survey Review and Clearance System.
