RSCC I Resolution No. 14, s.2006

REQUESTING THE CIVIL SERVICE COMMISSION (CSC) REGIONAL OFFICE 1 TO GENERATE
AN UPDATED INVENTORY OF GOVERNMENT PERSONNEL IN REGION I

WHEREAS, Executive Order No. 121 created the National Statistical Coordination Board (NSCB) as the highest policy making and coordinating body on statistical matters in the country;

WHEREAS, the NSCB maintains a National Statistical Information Center (NSIC) which is a one-stop shop of  statistical information;

WHEREAS, the NSIC aims to respond to the data needs of the government and private sectors and other data users for planning, policy-formulation, decision-making and research activities;

WHEREAS, various data, including data on government personnel, are collected and stored  in the NSIC to minimize delay and wastage in the data gathering efforts of the data users;

WHEREAS, the data on government personnel is used for planning of public service delivery and policy-formulation in development administration;

WHEREAS, the estimation of the Gross Value Added of Government Services in the Gross Regional Domestic Product (GRDP) also utilizes the data on government personnel;

WHEREAS, one of the functions of the NSCB is the estimation of the regional accounts which include the GRDP;

WHEREAS, GRDP estimates are used as basis by government planners and decision makers in planning, monitoring and evaluation activities with the end goal of introducing plans, programs and policies that will improve the region’s economic condition, and by the private sector for business-related concerns;

                WHEREAS, the NSCB, being one of the data users, utilizes data from administrative records of government in estimating the GRDP;

WHEREAS, the estimation of the GRDP has been decentralized to the NSCB Regional Divisions effective CY 2002 which requires the availability at the regional level of updated and complete data for the GRDP estimation;

WHEREAS, the Civil Service Commission (CSC), being the central personnel agency of the Philippine government, maintains a database which regularly generates an updated inventory of government personnel (National Government Agencies, Local Government Units, State Universities/Colleges, Water Districts and Government-Owned Control Corporations) by employment status (contractual/casual/ permanent) and by office/agency;

WHEREAS, one of the functions of the RSCC, as the highest policy and coordinating body on statistical matters, is to oversee the implementation in the region of policy decisions made by the NSCB;

NOW, THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED, to request the CSC Regional Office 1 to generate an updated inventory of government personnel in Region I. 

RESOLVED FURTHER, to request the CSC Regional Office I to annually provide to the NSIC I of the NSCB Regional Division 1 the updated inventory on government personnel every May of each year..
