RSCC Resolution No. 14, s. 2005

REQUESTING THE PHILIPPINE NATIONAL POLICE (PNP) TO CONSOLIDATE DATA BY PLACE OF RESIDENCE OF VICTIMS TO AVOID HIGH CRIME STATISTICS IN CITIES

            WHEREAS, one of the statistical concerns raised during the  Social Development Conferences (SDC), which was conducted by the Regional Development Council (RDC) 1 to advocate the MDGs among local chief executives, was the high crime statistics in cities;

WHEREAS, it has been observed that the crime data from the Philippine National Police (PNP) are high in urban areas, particularly in the cities, compared to the rural areas because these areas are centers of economic and social activities, making them vulnerable to crimes like theft and robbery;

            WHEREAS, the PNP,  being the office in-charge of consolidating  data on reported cases of crimes, currently consolidate and report  their  data by place of occurrence of the crime committed ;

            WHEREAS, it was recommended during the RSCC meeting that the PNP shall consolidate their crime data by place of residence of victims to avoid high crime statistics in urban areas, particularly the cities, in addition to their current data reporting  and consolidation system;

WHEREAS, crime statistics, one of the indicators included in the database of the Regional Knowledge Center for Women and Children (RKCWC) in Region 1, are essential to various data users including the LGUs in the programming and planning of services and facilities, research undertakings, social mobilization and advocacy activities;

WHEREAS, the RSCC, being the highest policy-making body on statistical matters in the region, has been mandated to resolve problems and issues relating to subnational statistics

NOW, THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED, to request the PNP to consolidate crime statistics by place of residence of victims.

RESOLVED, FURTHER, to request the PNP to submit their consolidated crime data on a regular basis, i.e. 1st month after every quarter, to the NSCB Regional Division 1, the administrator of the Regional Knowledge Center for Women and Children in the region.
