RSCC I Resolution No. 13, s.2006

REQUESTING THE FORESTRY MANAGEMENT BUREAU  (FMB) CENTRAL OFFICE AND REGIONAL OFFICE I
TO RECONCILE THEIR FORESTRY DATA PRIOR TO ITS OFFICIAL RELEASE

WHEREAS, forestry statistics is an essential component in the estimation of the Gross Regional Domestic Product (GRDP) particularly of the agriculture, fishery and forestry sector;

WHEREAS, the Regional Office of the Forestry Management Bureau (FMB), the agency tasked to collect forestry statistics, consolidates data from the provinces, and in turn, submits the consolidated forestry data to the FMB Central Office;

WHEREAS, the National Statistical Coordination Board (NSCB), the agency in charge of the GRDP estimation, noted discrepancies in the forestry data gathered from the FMB Regional Office and the consolidated forestry data provided by the FMB Central Office;

WHEREAS, the estimation of the GRDP has been decentralized to the NSCB Regional Division and validated at the Central Office, thus, it requires the availability at the regional level of updated and complete data from the FMB Regional Office;

WHEREAS, the discrepancies recorded could invalidate the regional estimates as when discrepancies occur between the regional and  CO data, it is the latter’s data that prevails, thus, could alter the resulting GRDP estimation;

WHEREAS, the RSCC, being the highest policy-making body on statistical matters in the region, has been mandated to resolve problems and issues relating to subnational statistics;

WHEREAS, it was suggested during the RSCC meeting that the FMB Regional Office and the FMB Central Office should reconcile their data prior to releasing it officially to avoid any discrepancy that may occur between their data;

NOW, THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, to request the Forestry Management Bureau (FMB) Central Office and Regional Office I to reconcile their forestry data prior to its official release;
