RSCC I Resolution No. 12, s.2007
ENDORSING THE ESTIMATION OF MUNICIPAL HUMAN
DEVELOPMENT INDEXES WHEREAS, human development, as defined in the Human Development Report 1990 of the United Nations Development Programme (UNDP), is a process of enlarging people’s choices, most critical of which are to lead a long and healthy life, to be educated and to enjoy a decent standard of living; WHEREAS, the Human Development Index (HDI) conceptualized by the UNDP in 1990, which includes health, education and income dimensions, attempts to measure human development; WHEREAS, the Human Development Network (HDN) started the computation of the HDI in 1994 down to the regional level then three years later, it came out with provincial HDI estimates for 1990 and 1994; WHEREAS, a Memorandum of Understanding was signed between the NSCB and the HDN in May 1997 to effect the transfer of responsibility for the computation and publication of the HDI to NSCB; WHEREAS, starting 2000, the NSCB has been computing the HDI but the estimates have regional and provincial disaggregation only; WHEREAS, there has been a growing demand for a lower disaggregation of the HDI to support development planning and monitoring at the local level; WHEREAS, the Asia-Pacific Policy Center (APPC), in partnership with the Don Mariano Marcos Memorial State University (DMMMSU), implemented a pilot project in 2006 for the estimation of municipal HDIs for the province of La Union; WHEREAS, the APPC and DMMMSU came out with HDI estimates for the different municipalities of La Union, composing of the three dimensions of human dimension such as education, health and income, using secondary data from records and reports of concerned government sources and the HDN; WHEREAS, the municipal HDI estimates would be very useful in the identification and monitoring of policies, programs and activities for human development in the different municipalities; NOW, THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED, to endorse the estimation of municipal HDIs in the other provinces of Region 1. RESOLVED, FURTHER, to endorse the institutionalization of the estimation of municipal HDIs in La Union. APPROVED, this 24th day of July 2007, San Fernando City, La Union. |
