RSCC I Resolution No. 12, s.2006

REQUESTING THE BUREAU OF INTERNAL REVENUE REGIONAL OFFICE I TO PROVIDE DATA ON SALES AND REVENUE OF MAJOR ESTABLISHMENTS IN THE REGION FOR THE ESTIMATION OF THE GRDP

WHEREAS,  Executive Order No. 352 designated the National Statistical Coordination Board (NSCB) as the agency responsible for the  generation of  estimates on national accounts with disaggregation up to the regional level;

WHEREAS,  regional accounts or GRDP estimates are used as basis by government planners and decision makers in planning, monitoring and evaluation activities with the end goal of introducing plans, programs and policies that will improve the region’s economic performance, and by the private sector  for business-related concerns, thus, the importance of realistic GRDP estimates;

WHEREAS, the NSCB utilize the results of government surveys and censuses in estimating the GRDP but it has been noted that these are not released on time while others have limited samples due to limited resources of the national government;

WHEREAS,  the NSCB observes the confidentiality of data  in handling data inputs in the GRDP estimation by releasing only summary statistics;

WHEREAS, there is a need to continuously improve the data inputs to the GRDP to ensure the generation of  realistic estimates;

WHEREAS, the Bureau of Internal Revenue (BIR) as the agency mandated to assess and collect taxes, fees and other charges has been identified as a rich source of administrative-based data on revenues and taxes of business establishments;

WHEREAS, the RSCC, as the highest policy-making body on statistical matters in the region, has been mandated to resolve problems and issues relating to subnational statistics;

NOW, THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED, to request the BIR Regional Office to provide data on sales and revenue of major establishments in the region for the GRDP estimation;

RESOLVED, FURTHER, to request the BIR to submit data to the NSCB Regional Division 1 on a  quarterly and annual basis.
