RSCC I Resolution No. 11, s.2006 REQUESTING THE NSO TO COLLECT DATA FROM MAJOR/KEY ESTABLISHMENTS IN THE REGION IN THE CONDUCT OF THE QUARTERLY SURVEY FOR PHILIPPINE BUSINESS AND INDUSTRY WHEREAS, Executive Order No. 352 designated the National Statistical Coordination Board (NSCB) as the agency responsible for the generation of estimates on national accounts with disaggregation up to the regional level; WHEREAS, regional accounts or GRDP estimates are used as basis by government planners and decision makers in planning, monitoring and evaluation activities with the end goal of introducing plans, programs and policies that will improve the region’s economic performance, and by the private sector for business-related concerns, thus, GRDP estimates should be realistic; WHEREAS, Executive Order No. 121 designated the National Statistics Office as the agency responsible for the generation of general purpose statistics which include data on the business establishments operating within the country; WHEREAS, one of the establishment-based surveys being conducted by the NSO is the Quarterly Survey of Philippine Business and Industry (QSPBI) which aims to provide data on the structure and level of economic activity in an area; WHEREAS, results of the QSPBI are used by the NSCB as inputs in the estimation of national and regional accounts and by other data users as bases in the formulation of plans and policies, and in market research and feasibility studies; WHEREAS, it has been observed that some of the major/key establishments in the region are not included as samples of the QSPBI; WHEREAS, the RSCC, as the highest policy-making body on statistical matters in the region, has been mandated to resolve problems and issues relating to subnational statistics; NOW, THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED, to request the NSO to collect data from major/key establishments in the region in the conduct of the QSPBI; RESOLVED, FURTHER, to request the NSO to collect data from major/key establishments in the region, even if these could not be officially included as QSPBI samples, for submission to the NSCB.
