RSCC I Resolution No. 10, s.2006

ENJOINING ALL RSCC MEMBER-AGENCIES TO PROVIDE FINANCIAL SUPPORT
TO THE 2006 SEARCH FOR BEST NSM PROVINCE AND ACTIVITY

WHEREAS, the NSM celebration, which is conducted yearly during the month of October, aims   to promote, enhance and instill nationwide awareness and appreciation of the importance and value of statistics to the different sectors of society,  and to elicit the cooperation and support of the general public in upgrading the quality and standards of statistics in the country;

WHEREAS, the different National Government Agencies (NGAs), Local Government Units (LGUs), Academe, Non-Government Organizations (NGOs) and the Private Sector conduct various activities, such as exhibits, statistical contests, trainings, seminars, workshops, symposia, conferences and Information, Education and Communication (IEC) activities, for the celebration;

            WHEREAS, the RSCC approved the conduct of an awards system for the NSM,  which is the Search for the Best NSM Province and Activity, thru  Resolution No. 19-2003,  to encourage wider participation to the NSM celebration in the region and promote the conduct of activities that will further the objectives and spirit of the NSM celebration;

            WHEREAS, the successful implementation of the NSM contests in CY 2004 brought about the approval of the RSCC to institutionalize the said contests effective  CY 2005;

WHEREAS,  the RSCC approved during the July 27, 2006 meeting the budgetary requirement for the NSM contests for CY 2006 amounting to P 2,000.00;

WHEREAS, the amount will be used for communications expenses, snacks/meals of TWG members, purchase of supplies/materials, cash gifts and certificates for winners;

WHEREAS,  inasmuch as the activity is a project of the RSCC, the successful implementation of the 2006 Search for the Best NSM Province and Activity will depend on the support and cooperation of the Committee member-agencies who are the identified sources of funds for the activity;

WHEREAS, the Philippine Statistical Association (PSA): Region I Chapter will collect the NSM contributions from the member-agencies and the NSCB RD I, which is the Secretariat, shall administer the 2006 NSM funds for the contests;

WHEREAS, the NSM Memo Circular 001-06 stipulates that participating agencies/organizations in the NSM are requested to earmark funds for their common activities, which includes statistical contests;

WHEREAS,  the same memo circular designated the RSCC under the Regional Development Council (RDC) as the coordination body for all NSM activities in the region:

NOW, THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED, to enjoin Committee member-agencies to provide financial support to the 2006 Search for the Best NSM Province and Activity.

                RESOLVED, FURTHER, to enjoin the 24 RSCC members to contribute at least P 500 each for the activity;

RESOLVED, MOREOVER, to request the RDC to provide additional financial support for the NSM contests. 

FINALLY RESOLVED, to request the PSA: Region 1 Chapter to collect the NSM contributions of the member-agencies and the NSCB RD I to administer the 2006 NSM funds for the contests.
