RSCC I Resolution No. 09, s.2006

REQUESTING THE REGIONAL DEVELOPMENT COUNCIL TO ENJOIN DATA SOURCES OF MDG INDICATORS AT THE REGIONAL LEVEL TO CONDUCT VALIDATION AND CONSULTATION ACTIVITIES WITH THEIR CENTRAL OFFICES
BEFORE THE RELEASE OF MDG DATA

WHEREAS, the Philippines, as  one of the signatories to the 1990 United Nations (UN) Millennium Declaration, is mandated to generate indicators to monitor the progress of attainment of  the Millennium Development Goals (MDGs);

WHEREAS,  the MDGs consist of 8 major goals and 18 specific, measurable targets that are expected to be fully addressed by the year 2015;

WHEREAS,  a set of localized MDG indicators was formulated in Region 1 by adopting the applicable 48 MDG indicators and including additional local indicators which address the specific concerns of the region;

WHEREAS, the RSCC issued Res. No. 11, s. 2005 enjoining all concerned data producing agencies and local government units to regularly provide timely and accurate statistics on the MDG indicators to the NSCB Regional Division 1 as the repository of MDG indicators in the region;

WHEREAS, in its collection and compilation of data for the 1st MDG Regional Progress Report of Region 1, the NSCB Regional Division 1 noted the inconsistency of data between the regional line agencies and their Central Offices for  some MDG indicators;

WHEREAS, it has been noted that some data by Central Offices of agencies do not tally with data provided by regional offices;

WHEREAS, with the data inconsistencies, the data users at the regional level, especially  the offices monitoring the status of attainment of the MDGs, are in quandary on what official data to use; 

WHEREAS, the conduct of validation and consultation activities by the regional line agencies and central offices of concerned  data sources would ensure the availability of consistent data at the regional and national levels;

WHEREAS, NSCB Resolution No. 10, s. 2004 mandated the RSCC, as the highest policy making and coordinating body on statistical matters in the region, to coordinate the generation and improvement of statistics on the MDG indicators;

NOW, THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED,  to request the Regional Development Council to enjoin all concerned data sources at the regional level   to conduct validation and consultation activities with their Central Offices before the release of MDG data.
