RSCC I Resolution No. 08, s.2006 REQUESTING THE REGIONAL DEVELOPMENT COUNCIL TO ENJOIN THE DATA SOURCES TO GENERATE UNAVAILABLE MILLENNIUM DEVELOPMENT GOALS INDICATORS WHEREAS, the Philippines is one of the signatories to the 1990 United Nations (UN) Millennium Declaration which embodies global and country commitments, specific targets and milestones in eliminating extreme poverty, improving health, and promoting peace, human rights, and environmental sustainability worldwide; WHEREAS, the UN Millennium Declaration has been translated into Millennium Development Goals (MDGs) which consist of eight major goals and 18 specific, measurable targets that are expected to be fully addressed by the year 2015; WHEREAS , for purposes of global and country monitoring of the progress of attainment of the MDG goals and targets, a select group of experts from the UN, Organization for Economic Cooperation and Development (OECD), and World Bank identified and selected 48 time-bound and measurable indicators, called MDG/Millennium Indicators, that need to be generated/compiled by member countries and the UN; WHEREAS, a set of localized MDG indicators was formulated in Region 1 by representatives of planners and data producers from the Regional Development Council and the Regional Statistical Coordination Committee (RSCC) by adopting the applicable 48 MDG indicators and identifying additional local indicators which address the specific concerns of the region; WHEREAS, the NSCB Executive Board issued Res. No. 10, s. 2004, “Adoption of and Enjoining Data Support to the Millennium Development Goals Indicators,” designating the NSCB Technical Staff as the repository of MDG indicators and enjoining all concerned data producing agencies and local government units to generate and regularly provide timely and accurate statistics on the MDG indicators to the NSCB; WHEREAS, the RSCC issued Res. No. 11, s. 2005 enjoining all concerned data producing agencies and local government units to regularly provide timely and accurate statistics on the MDG indicators to the NSCB Regional Division 1 as the repository of MDG indicators in the region; WHEREAS, the NSCB Regional Division 1 noted the unavailability of some MDG indicators when it conducted an assessment on the available MDG indicators in the region; WHEREAS, the unavailability of some MDG indicators would result to inaccurate and incomplete assessment of the region’s progress in attaining the MDGs; NOW, THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED, to request the Regional Development Council to enjoin all concerned data sources to generate the unavailable MDG indicators (Annex RSCC I Resolution No. 8-2006).
