RSCC I Resolution No. 07, s.2006

ENJOINING DATA SOURCES TO GENERATE SEX-DISAGGREGATED DATA

WHEREAS, the Philippines is one of the signatories to the 1990 United Nations (UN) Millennium Declaration which embodies global and country commitments, specific targets and milestones in eliminating extreme poverty, improving health, and promoting peace, human rights,  and environmental sustainability worldwide;

WHEREAS, the UN Millennium Declaration has been translated into Millennium Development Goals (MDGs) which consist of 8 major goals and 18 specific, measurable targets that are expected to be fully addressed by the year 2015;

WHEREAS, MDG Goal 3 is concerned with gender equality and women empowerment;

WHEREAS, other MDG indicators, aside from those under MDG Goal 3, also require sex-disaggregated data, namely:  underweight children, net enrollment ratio, cohort survival rate, under five mortality rate, infant mortality rate, immunized children with measles, fully immunized children, prevalence rates for malaria, tuberculosis and leprosy, incidence rates for cholera, dengue and rabies, death rates for tuberculosis, cholera, dengue and rabies and case and cure rates for tuberculosis;

WHEREAS, the 1995-2025 Philippine Plan for Gender-Responsive Development (PPGD) aims to achieve the following: 1) gender equality and equity; 2) women’s empowerment; 3) sustainable development; 4) peace and social justice; 5) actualization of human potentials beyond basic needs; 6) democratic participation; and 7) respect for human rights;

WHEREAS, the NSCB Board issued Resolution No. 8, s. 1994  enjoining all government agencies to promote gender concerns in the production and dissemination of statistics for planning and policy/decision-making purposes;

WHEREAS, the RSCC came up with the Gender and Development Indicator System (GADIS) of Region 1 in 2000 to serve as basis in measuring the participation and contribution of women and men in all socio-economic endeavors and in monitoring their status in support of the realization of the objectives of the PPGD;

WHEREAS, the RSCC Resolution No. 2, s. 2006, Approving the Updated Gender and Development Indicator System (GADIS) of Region I, provides the updated GADIS for the region which considers the latest developments in gender and development, and the availability of gender statistics;

WHEREAS, the availability of a comprehensive set of information which is gender-sensitive will provide a sound basis for formulating plans and programs aimed at improving the status of women as well as for monitoring the impact of such plans;

WHEREAS, the RSCC, being the highest policy-making body on statistical matters in the region, realizes the need to generate sex-disaggregated data in order to efficiently monitor the attainment of the MDG goals and serve as information for the data users in their planning, policy-formulation and advocacy activities for the welfare of women in the region;

NOW, THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED, to enjoin all concerned data sources to promote gender concerns in the region by generating sex- disaggregated data and disseminating these to the data users for planning, policy/decision making and advocacy activities on women in the region;

RESOLVED, FURTHER, to request concerned agencies to generate sex-disaggregated data for the GADIS and the MDG indicators, namely: underweight children, net enrollment ratio, cohort survival rate, literacy, primary, secondary and tertiary school enrollees, average life expectancy, under five mortality rate, infant mortality rate, immunized children with measles, fully immunized children, prevalence rates for malaria, tuberculosis and leprosy, incidence rates for cholera, dengue and rabies, death rates for tuberculosis, cholera, dengue and rabies and case and cure rates for tuberculosis.

RESOLVED, FINALLY, to request concerned agencies to submit their sex-disaggregated data on annual basis to the NSCB RD I as the repository of MDG indicators in the region and the administrator of the Regional Knowledge Center for Women and Children
