RSCC I Resolution No. 06, s.2007
APPROVING ADDITIONAL INDICATORS
FOR THE MONITORING OF THE MILLENNIUM WHEREAS, the Philippines is one of the signatories to the 1990 United Nations (UN) Millennium Declaration which embodies global and country commitments, specific targets and milestones in eliminating extreme poverty, improving health, and promoting peace, human rights, and environmental sustainability worldwide; WHEREAS, the UN Millennium Declaration has been translated into Millennium Development Goals (MDGs) which consist of 8 major goals and 18 specific, measurable targets that are expected to be fully addressed by the year 2015; WHEREAS , for purposes of global and country monitoring of the progress of attainment of the MDG goals and targets, a select group of experts from the UN, Organization for Economic Cooperation and Development (OECD), and World Bank UN identified and selected 48 time-bound and measurable indicators, called MDG/Millennium Indicators, that need to be generated/compiled by member countries and the UN; WHEREAS, a localized set of MDG indicators was formulated in Region 1 by representatives of planners and data producers from the Regional Development Council and the Regional Statistical Coordination Committee by adopting the applicable 48 MDG indicators and identifying additional local indicators which address the specific concerns of the region; WHEREAS, as a result of the preparation of the initial progress reports on the MDGs, it has been noted that the existing indicators of the region need to be improved to include other indicators which are suitable for monitoring the MDGs at the local level; WHEREAS, the NSCB Regional Division 1, as the repository of MDG indicators in the region, identified additional indicators for inclusion in the MDG database and these were presented to the RDC MDG Task Force during its meeting on February 21, 2007; WHEREAS, the RDC MDG Task Force recommended the preparation of data improvement system for the MDG indicators to serve as an assessment of the proposed additional and existing MDG indicators in terms of frequency of generation and disaggregation; WHEREAS, NSCB Resolution No. 10, s. 2004. mandated the NSCB to coordinate the improvement of statistics on the MDG Indicators through existing statistical coordination mechanisms such as the Regional Statistical Coordination Committee; NOW, THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, to approve the additional indicators for the monitoring of the millennium indicators as hereto attached for adoption by all concerned at the regional and subregional/local levels; RESOLVED, FURTHER, to enjoin all the concerned data sources of the MDG indicators to generate the indicators and submit same to the NSCB Regional Division 1 as the repository of MDG indicators in the region; APPROVED, this 26th day of April 2007, San Fernando City, La Union. |
