RSCC I Resolution No. 05, s.2007 ENDORSING THE ADOPTION OF THE RDC-APPROVED MDG TARGETS FOR PERFORMANCEASSESSMENT AND THE INTERNATIONALLY-BASED MDG TARGETSAS PERFORMANCE BENCHMARKWHEREAS, the Philippines, as one of the signatories to the 1990 United Nations (UN) Millennium Declaration, is mandated to generate indicators to monitor the progress of attainment of the Millennium Development Goals (MDGs); WHEREAS, the MDGs consist of 8 major goals and 18 specific, measurable international targets that are expected to be fully addressed by the year 2015; WHEREAS, national MDG targets based on the international targets were computed at the national level and these were used in monitoring the country’s progress towards the attainment of the MDGs and in the Philippine MDG Watch of the NSCB; WHEREAS, a set of localized MDG indicators was formulated in Region 1 by adopting the applicable 48 MDG indicators and including additional local indicators which address the specific concerns of the region; WHEREAS, Region I came up with a set of regional targets to monitor the attainment of the MDGs in the region and was approved by the Regional Development Council (RDC) through RDC Res. No. 48, Series of 2006, “Supporting the Localization of the MDG and Approving the Region I MDG Targets” ; WHEREAS, the RDC-approved MDG targets were computed by the concerned offices based from their baseline and current data and available resources; WHEREAS, the RDC-approved MDG targets were used in the preparation o the 1st MDG Regional Progress Report of Region I prepared by NEDA and in the maiden issue of the Regional MDG Watch of the NSCB Regional Division; ; WHEREAS, the National Economic Development Authority (NEDA) Central Office noted during their review of the 1st MDG Regional Progress Report of Region I that there is a significant difference between the regional and national targets used in the report; WHEREAS, it has also been noted that there is a need for the region to use MDG targets, which are based on the international targets in order to have comparable MDG targets and monitoring results at the national and sub-national/local levels; WHEREAS, the NSCB Regional Division I, the repository of the MDG indicators in the region, computed another set of MDG targets for the region, which is also based on international targets, in order to have comparable targets at the national level; WHEREAS, a comparison of the region’s internationally-based and RDC-approved MDG targets were presented during the 1st regular meeting for CY 2007 and the following were the recommendations: 1) The RDC-approved MDG targets will be used in assessing the performance of the LGUs and the Regional Line Agencies in regards to their attainment of the MDGs; and 2) The internationally- based MDG targets will be used as performance benchmark for the region. WHEREAS, the RSCC, being the highest policy-making and coordinating body on statistical matters in the region, is mandated to coordinate the generation and improvement of statistics on the MDG indicators; NOW, THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED, to endorse to concerned agencies/offices the adoption of the RDC-approved MDG targets for performance assessment and the internationally-based MDG targets as performance benchmark (Annex A). RESOLVED FINALLY, to use the MDG targets, which are based on international targets, in the computation of the paces of progress for the Regional MDG Watch.
