RSCC I Resolution No. 05, s.2006

ENDORSING NAPOLCOM FORM 24 AS THE STANDARD DATA REPORTING FORM ON CRIMES IN REGION I
 

WHEREAS, the Regional Knowledge Center for Women and Children (RKCWC) in Region 1 was established in 2001 to improve access to information on women and children, by establishing an improved system of data collection, storage, processing, and interpretation for policy-makers to use in their decision-making, social mobilization and advocacy and resource allocation;

 

WHEREAS, the NSCB Regional Division (RD) I, the administrator of the RKCWC, needs to build-up its database and library holdings to ensure the availability of comprehensive and updated data/publications/materials on women and children at the RKCWC;

 

WHEREAS, crimes data, specifically the nature, causes and volume, are one of the indicators needed in the RKCWC which are substantial for National Government Agencies, Local Government Units and Non-Government Organizations in the planning, policy-formulation and evaluation of current programs that would address the crime problems in the region;

 

WHEREAS, data on crimes are generated by the Philippine National Police (PNP), Department of Social Welfare and Development  (DSWD), and the Commission on Human Rights (CHR) as a by-product of their administrative functions;

 

WHEREAS, it was observed that crimes data among the PNP, CHR,  and DSWD maybe duplicated resulting to the over coverage of crime statistics when data from these agencies are consolidated;

 

WHEREAS, the Regional Knowledge Network Committee (RKNC), being the venue to discuss and resolve issues on women and children, created a Technical Working Group (TWG), composed of the NSCB, NEDA, PNP, CHR and DSWD, to validate the issue on duplication and over coverage of crime data among PNP, DSWD and CHR;

           

WHEREAS, the RKNC TWG validated the issue by matching the data from the three agencies using names of victims and studied the data reporting forms used by the three agencies;

 

WHEREAS, results of the TWG study revealed the duplication of data among the three agencies resulting to bloated crime statistics in the region when their data were consolidated, the limited data generated from the forms and the dissimilarity of forms being used by the three agencies;

WHEREAS, the NSCB suggested an evaluation of the various crimes data reporting forms, including the form used in the National Crime Information System (NSIC), during the April 2006 RSCC meeting;

WHEREAS, the results of the RKNC TWG meeting on May 19, 2006 revealed that the NAPOLCOM Form 24, the Complaint Standard Reporting Form prepared and formulated by the Department of Interior and Local Government (DILG), National Police Commission and the PNP, was more extensive in scope compared to the other data reporting forms on crimes, including the NCIS form, and is currently used in all PNP Women and Children Community Desks (WCCDs);

WHEREAS, per recommendation during the said RKNC TWG meeting and the June 14, 2006 1st regular RKNC meeting, the NAPOLCOM Form 24 shall be endorsed to the RSCC as the standard reporting form on crimes in Region I;

NOW, THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED, to endorse NAPOLCOM Form 24 (Annex A) as the standard data report form on crimes in Region I

RESOLVED FURTHER, to enjoin the PNP, CHR, LGUs through the DILG and DSWD to utilize this data reporting form.
