RSCC I Resolution No. 04, s.2006
ENJOINING THE CITY OF SAN FERNANDO AND THE
PROVINCE OF LA UNION TO PILOT WHEREAS, the Millennium Development Goals (MDGs), which is the current major social development thrust of the country, requires local level statistics to monitor the progress of attainment of the MDGs on the various health concerns, specifically on the reduction of child mortality, improvement of maternal health and combating of HIV/AIDs and other diseases; WHEREAS, high health statistics in cities was one of the statistical concerns raised during the Social Development Conferences (SDC), which was conducted by the Regional Development Council (RDC) 1 to advocate the MDGs among local chief executives; WHEREAS, the DOH and the Provincial Health Offices (PHOs) and Municipal/City Health Offices (MHOs/CHOs), which are the major sources of health statistics, currently consolidate their data by place of occurrence of events resulting to high statistics in cities where majority of the medical services are availed because of the presence of modern facilities in these areas; WHEREAS, RSCC Resolution No. 13, s. 2005 requested the Department of Health (DOH), and the Provincial and Municipal/City Health Offices to consolidate data by place of residence of clients to avoid high health statistics in cities; WHEREAS, the RSCC during its April 17, 2006 meeting tasked the National Statistical Coordination Board (NSCB) Regional Division (RD) I to formulate a proposed data generation system for health indicators, including its implementation strategy, and present it to the RSCC Technical Working Group (TWG) composed of the National Economic and Development Authority (NEDA) Regional Office I, DOH Regional Office I, PHO-Pangasinan, CHO-Dagupan, Office of the Local Civil Registrar (OLCR)-Dagupan City and La Union and Pangasinan Provincial Offices of the National Statistic Office; WHEREAS, the proposed data generation system on health indicators would resolve the issue on high health statistics in cities by coming up with health statistics that are not undercovered or bloated; WHEREAS, the same system would generate accurate and reliable health statistics that are vital in the planning of basic health services and facilities and enable efficient monitoring of the health indicators of the MDG; WHEREAS, the TWG and the RSCC recommended the pilot testing of the proposed data generation system on health indicators for one quarter, with the City of San Fernando and the Province of La Union, being key partners and supporters of development in the region, as pilot areas; WHEREAS, the pilot testing will generate data for the following indicators: a) births and deaths to resolve the over-reporting in cities and b) immunized children to validate the 100% accomplishments in cities; WHEREAS, one of the functions of the RSCC, as the highest policy and coordinating body on statistical matters, is to oversee the regional implementation of policy decisions on the MDG made by the NSCB as per NSCB Res. No. 10, 2004 which is to coordinate the generation and improvement of statistics on the MDG Indicators; NOW, THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED, to request the province of La Union and the City of San Fernando to pilot the operationability of the proposed data generation system on health indicators for one quarter; FINALLY RESOLVED, to generate data for selected health indicators, namely: births, deaths and immunized children, using the proposed data generation system on health indicators during the pilot testing.
