RSCC I Resolution No. 03, s.2006

REQUESTING THE DEPARTMENT OF ENVIRONMENT AND NATURAL RESOURCES (DENR) REGIONAL OFFICE I TO CONTINUE THE GENERATION OF DATA ON SALT PRODUCTION, SALES AND EMPLOYMENT FOR THE ESTIMATION OF THE GROSS REGIONAL DOMESTIC PRODUCT (GRDP) OF THE REGION

WHEREAS, data on salt production are necessary inputs for the computation of the Gross Regional Domestic Product (GRDP), specifically for the Gross Value Added of the mining and quarrying sub-sector; 

WHEREAS, Executive Order 121 created the National Statistical Coordination Board (NSCB) as the highest policy making and coordinating body on statistical matters in the country;

WHEREAS, one of the functions of the NSCB is the estimation of regional accounts which include the GRDP which measures the total products and services produced within a region during an accounting period, is a very good indicator of a region’s economic performance;

WHEREAS, the estimation of the GRDP has been decentralized to the NSCB Regional Division effective CY 2002 which requires the availability at the regional level of updated and complete data for the GRDP estimation;

WHEREAS, the RSCC, as the highest policy making body on statistical matters in the region, is mandated to resolve statistical problems affecting the region and to provide directions to statistical activities;

WHEREAS, the DENR Secretary issued  Administrative Order No. 2002-34, “Amendment of DAO 98-67 To Expand Its Section 7 to include Reporting of Salt Production, Sales and Employment”,  in 2002 to ensure the effective collection, processing, monitoring and publication of accurate statistics on salt production, sales and employment to serve as inputs in the computation of Gross Domestic Product (GDP);

 

WHEREAS, AO 2002-34 mandated the Community Environment and Natural Resources Office (CENRO) to compile and validate all quarterly reports including the reasons for increase or decrease in production and sales and submit these to the Office of the Regional Executive Director through the concerned Provincial Environment and Natural Resources Office;

 

WHEREAS, the same AO designated the Office of the DENR Regional Director  to prepare and submit consolidated quarterly regional report on salt production, sales and employment;

NOW, THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED, to request the Department of Environment and Natural Resources (DENR) Regional Office I to continue the generation of data on salt production, sales and employment for the estimation of the Gross Regional Domestic Product (GRDP) of the region;

RESOLVED FURTHER, that the DENR Regional Office I shall provide the quarterly and annual reports to the National Statistical Coordination Board, Regional Division I.
