POLICY ON THE REVISION AND AMENDMENT OF THE PHILIPPINE STANDARD CLASSIFICATION SYSTEMS
I. Background
The National Statistical Coordination Board (NSCB) develops and prescribes uniform standards and classification systems in the generation of official statistics to ensure orderly production of consistent and comparable statistics in the country and at the international level.
At present, the NSCB maintains the following classification systems:
The NSCB periodically revises and amends these classifications to systematize the improvement of the classification over-time, keeping it current and relevant and making it more responsive to existing social, economic and technological reality, while maintaining conceptual consistency and international comparability.
II. Rationale for the Revision/Amendment of Standard Classification Systems (SCS)
o take into account the emergence of new commodities, products, industries, educational programs and courses, occupations, local government units and purposes of expenditures; among others; reflect the increase or decrease in relative importance of existing items, or disappearance from the market as a result of changes in technology; and adapt changes in the revised international classification systems; and
To reflect changes in tariff and trade policies in the Philippine Standard Commodity Classification (PSCC).
III. Policy on Revisions
Revisions of standard classification systems involve major changes in the concept/s and structure;
The national standard classification systems shall be patterned after the UN classification systems or other international classification systems up to the 3-digit level for purposes of international comparability but with modifications to reflect domestic/local conditions and requirements;
Except for the PSCC which shall be completed within two (2) years, all the other revised national standard classification systems shall be completed within one (1) year after the UN issuance of a revision to the international classification systems (see annex); and
Revisions shall be approved by the NSCB Executive Board for adoption by all government agencies and shall be disseminated in print, CD-ROM, and/or through the NSCB website to the Philippine Statistical System (PSS), both at the national and sub-national levels.
IV. Policy on Amendments
Amendments are minor changes in the classification systems that focus on improving detail of selected sections in order to ensure that it adequately reflects the changing economies and new technologies, e.g., technological changes in telecommunications.
In between revised UN classifications, the UN occasionally issues amendments, e.g., ISIC Rev. 3.1. The Technical Committee on Statistical Standards and Classifications shall evaluate the merit in amending the national statistical classification systems as a result of these occasional amendments.
All necessary amendments except for PSGC, shall be completed within one year (see annex); Amendments shall be approved by the NSCB Executive Board for adoption by all government agencies and shall be disseminated in print, CD-ROM, and/or through the NSCB website to the Philippine Statistical System (PSS), both at the national and sub-national levels.
For the Philippine Standard Geographic Code (PSGC) amendments shall be done on quarterly basis.
V. Implementing Mechanism
The NSCB Technical Staff, in accordance with the NSCB Resolution, shall prepare the implementing guidelines to be followed by the concerned agencies. It shall make a report on the implementation of the national classification systems to the Board once a year.
