APPROVING AND ADOPTING THE STATISTICAL RESEARCH AGENDA, 2003-2005, OF THE PHILIPPINE STATISTICAL SYSTEM

STATISTICAL RESEARCH AND TRAINING CENTER
RESEARCH AGENDA
2003 – 2005

1. As the research and training arm of the Philippine Statistical System (PSS), the Statistical Research and Training Center (SRTC), through consultations in 2001 – 2002, with the major statistical agencies of the PSS, has identified a number of statistical research topics that need to be undertaken for the years 2003 – 2005 in realizing the ultimate goal of the PSS of delivering quality statistical information and services to its clients.

2. The starting point in statistical practice is the generation of data while the end goal is the translation of data into useful information – whether for descriptive, explanatory or predictive purposes. In particular, the regular production of statistics by statistical agencies ought to help development planners and policy makers in crafting evidence-based policy plans and in monitoring the impact of programs.

3. Taking into consideration the resources available to the SRTC, a set of criteria was developed for identifying researches that may be done as in-house activities and in establishing a hierarchy of prioritization for the others. These criteria are:

- Critical need of the PSS
- addresses data quality issues,

A. Data reliability/accuracy
B. Data timeliness
C. Data usefulness and
D. Emerging concerns

- Prospect for Institutionalization

- SRTC Priorities

A. Technical capability of SRTC to undertake research
B. Eligibility for funding
C. Results can be made available within the year

4. The extensive terrain of topics identified were three general areas:

a. improving the statistical production process,
b. data analytic research, and
c. improvements in dissemination and/or utilization of statistics.

5. For the years 2003 – 2005, the top priority topics will be:

a. Analyzing poverty using panel data approach
b. Small area poverty statistics estimation methodology

Other priority research topics include

a. Small area sectoral statistics estimation methodology
b. Imputation methods for establishment surveys
c. Impact of EO36 (changing the geographical grouping in Mindanao) in PSS
d. Sampling design (rotation schemes for samples) for LFS
e. Capital stock formation survey and estimation methodology
f. Use of handheld computers for collecting price data
g. Analysis of the effect of non-response
h. Development of methodology for linked data series in LFS
i. Development of Public-Use Files (PUFs) masking methodology for establishment surveys (disclosure limitations)
j. Statistical utilization of national accounts on developing index for tax performance administration
