NSCB Resolution No.12

APPROVING THE PRODUCT COVERAGE OF ELECTRONIC EXPORTS

WHEREAS, the Working Panel on Trade and Industry of the National Socio-Economic Summit held on December 10, 2001 identified ICT services as one of the priority issues;

WHEREAS, two administrative measures have been identified to address this issue, namely:  (1)  establishment of a mechanism to record and monitor the contribution of e-exports to the economy;  and  (2)  inclusion of electronic exports in the national statistical system;

WHEREAS, to come up with recommendations on the administrative measures, the NSCB invited representatives from the Bureau of Exports and Trade Promotions (BETP), the National Statistics Office (NSO), and the Semiconductor and Electronics Industries of the Philippines, Inc. (SEIPI) to harmonize the coverage of electronic exports;

WHEREAS, the Group found significant disparity in the product coverage used by the NSO and the BETP; 

WHEREAS, to have consistent and comparable statistics on exports of electronic products, the Group in coordination with the SEIPI, formulated interim criteria in classifying commodities as electronics;

WHEREAS, based on the criteria, the Group proposed to the Technical Committee on Statistical Standards and Classifications (TCSSC) that the electronic industry and products coverage found in the attached list be used in generating electronic exports statistics;

WHEREAS, the TCSSC in its meeting held on 22 March 2002 reviewed the coverage of electronic industry and products and recommends the list for adoption and approval of the Board;

NOW, THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, that the Board approve for adoption by concerned government agencies and instrumentalities the coverage of electronic industry and products based on the attached list which shall undergo regular review and revisions by the TCSSC taking into consideration fast changes in technology;

BE IT RESOLVED FURTHER, that the National Statistics Office (NSO) generate statistics on electronic exports based on the approved list of product coverage of electronic exports for utilization by the NSCB, BETP-DTI, SEIPI, and other government agencies and instrumentalities.
