NSCB Resolution No.15

APPROVING THE 1999 AMENDMENTS TO THE
PHILIPPINE STANDARD COMMODITY CLASSIFICATION REVISION 2 AS AMENDED

WHEREAS, a standard classification is necessary to enhance the uniformity and comparability of commodity statistics compiled in the country;

WHEREAS, for purposes of international comparibility, the Philippine Standard Commodity Classification (PSCC) is based on the United Nations Standard International Trade Classification (UN SITC);

WHEREAS, as a general rule, revision of the PSCC is done where there are changes in the structure or board groupings of the PSCC due to the issuance of a revised UN SITC or of a new Tariff and Customs Code of the Philippines (TCCP) otherwise known as the Harmonized Commodity Description and Coding System (HS), while amendments to the PSCC are made when there are changes in the nomenclature and/or tariff rates without altering the broad groups or structure of the PSCC;

WHEREAS, the National Statistical Coordination Board (NSCB) in coordination with concerned agencies through its Technical Committee in Statistical Standards and Classifications (TCSSC) prepared and issued the Philippine Standard Commodity Classification (PSCC) Revision 2 which has been aligned with the 1985 TCCP/HS as amended;

WHEREAS, the 1997 Amendments to the PSCC Revision 2 which realigned the PSCC Revision 2 to the 1997 TCCP/HS was issued in 1998 by the NSCB

WHEREAS, due to the issuance of the July 1999 TCCP/HS which incorporated all changes issued and implemented from September 1997 to January 1999 by the Tariff Commission, it became necessary that the PSCC Rev. 2 be amended again while maintaining harmony between the PSCC and the TCCP/HS to facilitate translation of customs data in terms of the PSCC for purposes of economic analysis;

WHEREAS, the NSCB Technical Staff in coordination with the Technical Committee on Statistical Standards and Classification (TCSSC) and its Technical Working Group on Commodity Classification (TWGCC) has prepared, reviewed and recommended, respectively, for adoption the 1999 Amendments to the PSCC Revision 2;

NOW THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, that the Board approve for adoption by concerned government agencies and instrumentalities the 1999 Amendments to the PSCC Revision 2.
