NSCB Renews Clearance of Monthly Integrated Survey
of Selected Industries and Producer Price Survey

NSCB Releases the Good Governance Index for All Provinces  and MunicipalitiesThe National Statistical Coordination Board (NSCB) renewed the clearance of the Monthly Integrated Survey of Selected Industries (MISSI) and Producer Price Survey (PPS) on January 12, 2010 under its Statistical Survey Review and Clearance System (SSRCS).   Both surveys are designated statistical activities of the National Statistics Office (NSO) under Executive Order No. 352 issued on July 1, 1996.  The MISSI aims to provide planners and policymakers in both public and private sectors with timely flash indicators on the performance of industries in the manufacturing sector.  These indicators include the Value of Production Index (VaPI), Volume of Production Index (VoPI), growth rates of value and volume of net sales, and average capacity utilization rate.  The PPS, on the other hand, is a survey conducted monthly to collect producer price data of manufactured commodities for the generation of the Producer Price Index (PPI), which measures the average monthly and yearly changes in the prices received by domestic producers in the manufacturing industry.

The major data items being collected from the MISSI include employment, compensation, total production, total net sales/revenue, inventory of finished products, inventory of work-in-progress, inventory of raw materials and average capacity utilization.  The PPS, on the other hand, collects monthly producer price data of commodities by specifications/brand names. Both surveys employ a non-probability sampling design in which the selection of samples was done purposively so as to include only the large establishments or the so-called industry leaders in the country.

Results of the MISSI reveal that in October 2010 the VaPI and VoPI posted positive year-on-year growth rates of 8.7 percent and 16.3 percent, respectively, compared with October 2009 rates of -10.3 percent and -6.0 percent, respectively.  Value of Net Sales Index (VaNSI) for the manufacturing sector also grew by 5.7 percent while Volume of Net Sales Index (VoNSI) registered a 13.1 percent growth.  Average capacity utilization rate for the manufacturing industry was recorded at 83.5 percent.  The ten major sectors, which posted average capacity utilization rates of 80 percent and more, include: basic metals, food manufacturing, petroleum products, electrical machinery, machinery except electrical, miscellaneous manufactures, non-metallic mineral products, paper and paper products, chemical products and rubber and plastic products.  Actual response rate for October 2010 MISSI reached 85.8 percent.

Meanwhile, PPS results show that PPI declined by 7.0 percent, from 177.5 in November 2009 to 161.3 in November 2010.  Negative double-digit year-on-year growth rates were registered in machinery except electrical (-19.5), electrical machinery (18.4 percent) and furniture and fixtures (-12.1 percent) while positive double-digit year-on-year growth rates were recorded in leather products (14.9 percent) and footwear and wearing apparel (11.4 percent).  The response rate for the period was 87.2 percent.

The MISSI questionnaires are distributed to 600 establishments with average total employment of 20 and over (ATE>20) while PPS questionnaires are distributed to 305 establishments with ATE of 20 and over.  Field collection for both surveys is conducted every 15th-25th day of each month after the reference month. A total budget of Php 5.0 million or Php 8,333.33 per establishment is allotted for the MISSI while Php 915,000 or Php 3,000 per establishment is allocated for the PPS to cover travelling expenses, supplies, printing expenses, communication, freight, training and others.   Results from MISSI and PPS are available 55 and 35 days after the reference month, respectively. 

The SSRCS is a mechanism institutionalized by the NSCB through Memorandum Circular Nos. 4-88 and 04-95, which aims to: (1) ensure sound design for data collection; (2) minimize the burden placed upon respondents; (3) effect economy in statistical data collection; (4) achieve better coordination of government statistical activities; and (5) inform the private sector and the public in general that a government survey operation has passed clearance and enjoin their cooperation in the conduct of the survey.
