NSO Conducts the 2011 Household Energy Consumption Survey

The National Statistical Coordination Board (NSCB) granted clearance for the conduct of the 2011 Household Energy Consumption Survey (HECS) on August 19, 2011 under the Statistical Survey Review and Clearance System (SSRCS). The survey was last conducted in 2004. The National Statistics Office (NSO), in coordination with the Department of Energy (DOE), will conduct the survey which aims to collect and update data on residential energy consumption patterns and preferences needed in policy setting and program implementation of the DOE.
Specifically, the 2011 HECS will be undertaken to: (1) gather detailed information about the changing energy consumption patterns in Filipino households, as well as socioeconomic conditions affecting energy use; (2) establish the fuel/energy mix of the residential sector based on its energy consumption; (3) determine the most energy consuming appliances, devices and equipment used for household activities; (4) assess the current energy efficiency and conservation techniques in the residential sector vis-à-vis government programs for implementation of energy consumption regulation for household appliances and equipment; (5) measure and analyze the incidence of interfuel substitution in the households; and (6) determine awareness and/or perception of the household on major energy issues and developments in the energy sector. Major data items to be collected from the survey include: (a) geographic identification and other information in the household; (b) characteristics of the household head; (c) quantity and value of energy products consumed by type and according to usage; (d) appliances/equipment and vehicles owned and used by the household; (e) quantity and value of renewable energy products/technologies consumed/used by type and according to usage; (f) cooking fuel switching practices; (g) energy conservation habits of the household; (h) awareness on energy uses and topics; and (i) housing characteristics.
The results of the 2004 HECS revealed that electricity was the most widely used source of energy with 87.8 percent of the 17 million households primarily using it for lighting, recreation and space cooling/air conditioning. Among the petroleum products, 56.1 percent of households used kerosene, 52.0 percent used liquefied petroleum gas (LPG), 12.0 percent used gasoline, and 3.4 percent used diesel. Households using non-conventional energy (biomass) such as fuel wood, charcoal and biomass residue were estimated at 55 percent, 34 percent, and 18.9 percent of the total number of households, respectively.
Electric distribution companies remained as the most common source of electricity (89.7 percent) of the 14.9 million households who used electricity in 2004, followed by dry cell battery (61.7 percent), electric cooperatives (41.4 percent), utilities (32.7 percent), neighboring households (15.3 percent), storage battery (1.8 percent), generators (0.4 percent) and industries/businesses (0.3 percent). For fuelwood-using households, around 86 percent gathered fuelwood either on their own land, other private land and government land. Charcoal was purchased by 86.8 percent of 5.8 million households, while 90.2 percent of 3.2 million households claimed that they collected biomass residues for their use.
The 2004 HECS also showed that only one in every ten households was aware of the government labeling program on lighting and appliances. Natural gas as a fuel source was known to one in every ten households, while about 63 percent of the households not aware of natural gas expressed interest in learning about it.
Total budget allocated for 2011 HECS amounts to Php 23.9 million or Php 935.81 per household, to cover expenses for travel, supplies, printing, communication, freight and other miscellaneous items. The release of the survey results is scheduled in December 2012.
The SSRCS is a mechanism institutionalized by the NSCB through Memorandum Circular Nos. 4-88 and 04-95, which aims to: (1) ensure sound design for data collection, (2) minimize the burden placed upon respondents; (3) effect economy in statistical data collection; (4) achieve better coordination of government statistical activities; and (5) inform the private sector and the public in general that a government survey operation has passed clearance and enjoin their cooperation in the conduct of the survey.
