NSCB Renews Clearance of the Annual Survey
of Philippine Business and Industry (ASPBI)

The National Statistical Coordination Board (NSCB) granted clearance to the conduct of the 2010 Annual Survey of Philippine Business and Industry (ASPBI) on March 15, 2011 under its Statistical Survey Review and Clearance System (SSRCS). The ASPBI is a regular survey of the National Statistics Office (NSO) designated to be conducted every year except during the years when the Census of Philippine Business and Industry (CPBI) is to be undertaken. The primary objective of the survey is to provide planners and policymakers in government, as well as in the private sector, with information on the levels, structure and trends of economic activities.
Specifically, the survey results are used in the production of estimates for the National and Regional Accounts of the Philippines, which are critical in monitoring and formulation of plans and policies for national and regional economic goals. The data generated from the survey also aid in the evaluation of regional economic structures and performances, updating of the sampling frame for future conduct of establishment surveys, and provide data support to market research and feasibility studies.
The major data items collected from the survey include: (a) general information of the establishment; (b) capital participation; (c) employment;
(d) compensation; (e) revenue; (f) subsidies; (g) costs; (h) capital expenditures for tangible and intangible assets; (i) book value of tangible and intangible assets; and (j) capacity utilization; and (k) inventories. Five questionnaires were developed to account for the following industries: (a) agriculture, forestry and fishing; (b) mining and quarrying, manufacturing, electricity, gas, steam and air conditioning supply, water supply, sewerage, waste management and remediation activities; (c) construction; (d) wholesale and retail trade, repair of motor vehicles and motorcycles; and (e) business and services. This is based on the 2009 Philippine Standard Industrial Classification.
The 2008 ASPBI results revealed that the number of establishments in the Philippines with total employment (TE) of 20 and over reached 21,040. Among the 14 sectors surveyed in 2008, the manufacturing, real estate, renting and business activities and wholesale and retail trade sectors generated highest levels of total employment at 862,665, 483,102 and 253,448, which comprised 31.5 percent, 17.6 percent and 9.2 percent of the total number of employed persons in 2008, respectively. During the same period, average monthly compensation was highest in the financial intermediation sector (Php 36,389 per employee), followed by electricity, gas and water supply (Php 32,819 per worker), transport, storage and communication (Php 29,451 per worker), and other community, social and personal service activities (Php 25,062 per worker). The top three sectors in terms of revenue per worker in 2008 include electricity, gas and water (Php 7.8 million per worker), financial intermediation (Php 4.4 million per worker) and wholesale and retail trade, repair of motor vehicles, motorcycles and personal and household goods (Php 4.3 million per worker). On the other hand, the top three sectors in terms of value added per worker are financial intermediation (Php 2.0 million per worker), transport, storage and communications (Php 1.6 million per worker) and mining and quarrying (Php 1.6 million per worker). Average revenue per establishment for the Philippines in 2008 was estimated at Php 328.3 million, while average profit per establishment reached Php 42.6 million.
The survey questionnaires will be distributed in August 2011 to about 25,000 establishments selected from the 2010 NSO updated List of Establishments (LE). A total budget of Php 61.1 million or Php 2,445.32 per responding establishment is allocated for the 2010 ASPBI to cover travelling expenses, supplies, printing expenses, communication, freight, training and others. Data analysis and evaluation is targeted by NSO to be accomplished by July 2012, while the publication of the report is targeted to be released in September 2012. A national dissemination forum on the results of the 2010 ASPBI shall be conducted in February 2013.
The SSRCS is a mechanism institutionalized by the NSCB through Memorandum Circular Nos. 4-88 and 04-95, which aims to: (a) ensure sound design for data collection; (b) minimize the burden placed upon respondents; (c) effect economy in statistical data collection; (d) achieve better coordination of government statistical activities; and (e) inform the private sector and the public in general that a government survey operation has passed clearance and enjoin their cooperation in the conduct of the survey.
