NSCB Grants Clearance to the 2009 Annual Survey
of Philippine Business and Industry (ASPBI)

The National Statistical Coordination Board (NSCB) granted clearance for the conduct of the 2009 Annual Survey of Philippine Business and Industry (ASPBI) on April 28, 2010 under its Statistical Survey Review and Clearance System (SSRCS).  The ASPBI is one of the designated statistical activities of the National Statistics Office (NSO) done annually except for years when Censuses of Philippine Business and Industry (CPBI) are conducted.  The purpose of the survey is to provide planners and policymakers in government, as well as the private sector, with information on the levels, structure, and trends of economic activities in the country during the survey period. 

Results of the survey are used by the NSCB in the estimation of national and regional accounts vital in the formulation and monitoring of national and regional economic plans and policies.  The data generated from the survey are also necessary in the (1) evaluation of regional economic structures and performances; (2) updating of the sampling frame for future conduct of establishment surveys; and (3) conduct of market research and feasibility studies of businesses.

The 2009 ASPBI is the 41st of the series of annual surveys/censuses of establishments conducted since the 1956 Survey of Manufactures.  The major data items to be collected from the survey include: (1) general information of the establishment; (2) employment; (3) compensation; (4) revenue; (5) subsidies; (6) costs; (7) capital expenditures for tangible and intangible assets; and (8) book value of tangible and intangible assets.  The ASPBI covers the following industries: (1) agriculture, hunting and forestry, and fishing; (2) mining and quarrying, manufacturing, electricity, gas and water; (3) construction; (4) wholesale and retail trade, repair of motor vehicles, motorcycles and personal and household goods; and (5) business and services.

Based on the latest industry data from 2006 CPBI, the manufacturing sector comprised 23.7 percent of the 21,217 establishments with average total employment (ATE) of 20 and over.  It also generated the highest employment among establishments with ATE of 20 and over, engaging 37.0 percent of 2,631,889 people employed in 2006.  The top three sectors in terms of revenue include: manufacturing sector with 6.4 trillion pesos, wholesale and retail trade sector with 865.1 billion pesos and financial intermediation sector with 644.1 billion pesos.  The least revenue of 10.8 billion pesos was generated in the fishing sector.  Total revenue from business process outsourcing (BPO) activities in 2006 was the highest in National Capital Region (NCR) with 72.6 billion pesos, followed by Central Visayas (5.9 billion pesos) and Central Luzon (2.0 billion pesos).  Eastern Visayas earned the least from BPO among the regions with 4.2 million pesos.

The survey questionnaires will be distributed starting August 2010 to about 25,000 establishments selected from the 2009 updated NSO List of Establishments (LE).  The 2009 Philippine Standard Industrial Classification (PSIC), which provides the industry classification of establishments, and the 1992 Philippine Standard Geographic Code (PSGC), as amended in 2002, shall be used in the survey. 

A total budget of Php 34.4 million or Php 1,376.36 per establishment is allocated for the 2009 ASPBI covering expenses for travel, supplies, printing, communication, freight, training and other miscellaneous.  Data analysis and evaluation are targeted to be accomplished in July 2011 while dissemination of survey results by industry will start in March 2012.

The SSRCS is a mechanism institutionalized by the NSCB through Memorandum Circular Nos. 4-88 and 04-95, which aims to: (1) ensure sound design for data collection; (2) minimize the burden placed upon respondents; (3) effect economy in statistical data collection; (4) achieve better coordination of government statistical activities; and (5) inform the private sector and the public in general that a government survey operation has passed clearance and enjoin their cooperation in the conduct of the survey.
