11th National Convention on Statistics to be Held in October 2010

Preparations are now underway for the organization of the 11th National Convention on Statistics (NCS) by the Philippine Statistical System (PSS), which is spearheaded by the National Statistical Coordination Board (NSCB). The NCS is an event conducted regularly every three years based on NSCB Resolution No. 6, Series of 2000. The NCS aims to: a) provide a forum for exchanging ideas and experiences in the field of statistics and for discussing recent statistical developments and prevailing issues and problems of the PSS, and (b) elicit the cooperation and support of statisticians and professionals in related fields from the government, academe and private sector towards a more responsive statistical system.
The 10th NCS held on October 1-2, 2007 drew a record attendance of 904 participants from the government, academe and the private sector. It featured two plenary sessions, 28 sessions for invited papers, 13 sessions for contributed papers and two panel discussions, for a total of 116 papers presented. Also part of the 10th NCS was the Student Faculty Conference organized by the UP Los Baños Institute of Statistics and UP Diliman School of Statistics, with 43 papers presented. Likewise, a Lecture on Sample Surveys by the Philippine Statistical Association (PSA) and a Statistical Information Management Exhibition (SIMEX) were conducted in the 10th NCS.
Held simultaneously with the 10th NCS was the 2007 International Conference on the Millennium Development Goals Statistics (ICMDGS) which was attended by Dr. Paul Cheung, Director of the United Nations Statistics Division (UNSD), who also delivered the keynote address during the joint Opening Ceremony. The ICMDGS was attended by 42 participants from 26 countries, 20 participants from international organizations, and 15 local participants and observers.
The 11th NCS will be held in October 2010 and will be a forum for the convergence of statistical practitioners and data users to discuss recent theoretical developments in statistics, come up with ideas to improve sectoral statistics and in general, recommend ways to further enhance the PSS. The convention also serves as a tool for building the statistical capacity of both the public and private sectors.
In consideration of our various initiatives on gender statistics, as member of the Interagency and Expert Group on Gender Statistics (IAEG-GS) being coordinated by the UNSD and pursuant to our efforts to achieve the Millennium Development Goals (MDGs), the Philippines agreed to host the Third Global Forum on Gender Statistics in October 2010, followed by the IAEG-GS Meeting. These two events and the 11th NCS will coincide with our 21st National Statistics Month (NSM) celebration. The Global Forum aims to promote the advancement of gender statistics among decision makers and all other user groups. The Global Forum in the Philippines will be the third of a series of international meetings on gender statistics, with the first in Rome, Italy on December 10-12, 2007 and the second in Accra, Ghana on January 26-28, 2009.
Recognizing the significance of the 11th NCS, the organizers, through the Steering Committee and different Subcommittees, are now inviting practitioners, theoreticians and researchers in the statistical arena or related fields to present papers in the convention. Guidelines on the sessions, topics, and the format of the papers will soon be disseminated and posted on the NCS web page (http://www.nscb.gov.ph/ncs).
