NSO’s Commodity and Outlet Survey cleared by NSCB

The National Statistics Office’s (NSO) Commodity and Outlet Survey (COS) has been granted clearance by the National Statistical Coordination Board (NSCB) through the Statistical Survey Review and Clearance System (SSRCS). The COS is a one-shot undertaking of the NSO with households as respondents. It collects data on commodities that a household buys/consumes most of the time and the types of outlets where these commodities were purchased. The results of the COS will be used to: (a) provide a basis for identification of the market basket at different income levels to be used for the computation of Consumer Price Index (CPI); and, (b) serve as a basis for the identification of outlets for the regular monthly price survey.
The COS shall be conducted nationwide during the month of June. Half of the 2006 Family Income and Expenditure Survey (FIES) respondents or around 25,000 households comprise the sample. Data items in the questionnaire include item specification for commodities such as food and non-alcoholic beverages, and services such as transport and communication.
The outputs generated from the survey are: a) frequency distribution of households by types of commodities purchased/consumed, by outlet, by income group, by province/selected city; b) list of commodities/services to be included in the computation of the CPI; and, c) type of outlets for each commodity as input in the rebasing of the CPI.
The total cost of the survey is Php 13.04 million. The amount covers personal services (Php 3 million), traveling expenses (Php 6.9 million), supplies (Php 0.54 million), printing expenses (Php 1.4 million), and training expenses (Php 1.2 million). Survey cost per respondent amounts to Php 521.60.
The SSRCS under which the survey clearance was granted is a mechanism instituted by the NSCB through Memorandum Circular Nos. 4-88 and 04-95. It aims to: (1) ensure sound design for data collection, (2) minimize the burden placed upon respondents, (3) effect economy in statistical data collection, (4) achieve better coordination of government statistical activities, and (5) inform the private sector and the public in general that a government survey operation has passed clearance and enjoin their cooperation in the conduct of the survey.
